Background and Justification

*Purpose of the Position

The position will focus on the Public Health Program in the Department of Surveillance, Prevention and Control, Antimicrobial Resistance (AMR) Division, providing technical support and input to counterparts in- and outside of WHO to support the development and implementation of data platforms and monitoring and evaluation (M&E) systems to track progress in policies that promote health and preventive measures, investigation, surveillance, preparedness, and control of AMR. The position conducts the implementation of action plans and programme of activities for establishing and maintaining information technology systems, and for collecting, analyzing, visualizing, and reporting AMR-related data aiming at health for all (universal coverage) and sustainable health-system development.

Job Description

*Objectives of the Programme and of the immediate Strategic Objective

The mission of the Antimicrobial Resistance (AMR) Division is to define, advance, promote and monitor comprehensive policies and strategies that prevent, reduce, and mitigate drug-resistant infections and the overall impact of antimicrobial resistance globally based on the Global Action Plan on Antimicrobial Resistance and the 13th Global Programme of Work of WHO and the Sustainable Development Goals (SDGs). It also provides global direction and strategic leadership for the global response to antimicrobial resistance in coordination with Food and Agriculture Organization (FAO), World Organisation for Animal Health (OIE), and other United Nations and international agencies and facilitates the creation of common goal and vision through innovative partnerships, political engagement and promoting multisectoral engagement and synergy across the One Health spectrum in humans, animals, plants, food, feed, and the environment. Its main objective is to support the development, implementation, and monitoring of One Health National Action Plans for the Member States and facilitate the mainstreaming of effective strategies and actions, including on the prevention and control of infection, antimicrobial stewardship, awareness creation, and communication, research and development in their health and development agendas in partnership with FAO, OIE, and other key partners.

The Department of AMR Surveillance, Prevention and Control leads the implementation efforts of National Action Plans on AMR as the backbone to achieving the five objectives of the Global Action Plan on AMR; reinforces strategic country-level capacity to mitigate the spread of AMR in health facilities and communities; coordinates global surveillance and consumption monitoring efforts across the human-animal interface to support the One Health response to antimicrobial resistance; monitors and reports on national and global progress towards achievement of the GAP, the triple billion targets of WHO’s 13th Global Programme of Work and the Sustainable Development Goals.

National Action Plans/Monitoring and Evaluation Unit (NPM): Helps Member States develop, implement, and monitor their multisectoral national action plans on AMR, as well as monitor and report on global progress in achieving the five strategic objectives of the Global Action Plan on AMR.

• The M&E Team provides guidance to countries on monitoring the implementation of their multisectoral national action plans; tracks national-level progress by administering and publishing the results of the annual Tripartite AMR Country Self-Assessment Survey (TrACSS); tracks global progress by collecting and reporting on AMR indicators from the Tripartite Global M&E Framework, GPW13, and SDG 3.d.2; coordinates and publish data in an AMR data portal within the Global Health Observatory;

• The National Action Plans (NAPs) Team advances progress in the implementation of national AMR plans by coordinating with WHO HQ technical teams, regional office AMR teams, supporting progress by providing targeted in-country technical assistance, building the evidence base through sharing information, lessons learned and best practices; and leading, advocating and communicating to further advance complementary programming.

*Organizational context

The incumbent will report to the Unit Head, National Action Plans and Monitoring and Evaluation (AMR/SPC/NPM). Within the delegated authority and in collaboration with other specialists at HQs and in other offices, the incumbent will be responsible for supporting the development and management of databases and information technology platforms and supporting the data collection, data analysis, visualization, and reporting of AMR indicator data. The incumbent will participate as a member of the NPM Unit in tracking progress in the implementation of AMR programmes, and liaise with counterparts in multiple stakeholders, United Nations agencies, Donors, WHO Collaborating Centers, and academic institutions to support policy dialogue and contribute to the advancement of addressing AMR.

*Summary of Assigned Duties

Generic Duties

  1. Provide input to the work program in the area of AMR and assist the Responsible Officer in the successful implementation of data platforms, AMR monitoring and evaluation systems, and AMR /public health policies.
  2. Undertake research on public health topics to facilitate the development and implementation of data platforms, and AMR monitoring and evaluation systems and activities.
  3. Draft, revise and further develop public health guidelines, national strategies and provide recommendations on a plan of action for improvement in the existing public health policies and health systems.
  4. Monitor work plans and budgets including resource mobilization for the work programme and follow up on the implementation of planned activities.
  5. Conduct data analyses and information on best practices and partners' experiences in implementing sustainable Public health systems and disseminate information.
  6. Participate in capacity building in the area of information technology and data sciences to support Public health systems and the management and financing of the systems.
  7. Analyze and evaluate best practices from a variety of public health databanks and information related to AMR disease outbreak, and provide recommendations concerning appropriate information technology and database requirements, and implementation of activities to collect and analyze relevant data and prepare reports.
  8. Serve as a technical resource at counterpart level concerning data management for monitoring and evaluation of AMR activities in the country(ies); respond to inquiries and provide detailed and technical information concerning related principles, practices, issues, measures, techniques, and procedures
  9. Perform all other related duties as assigned.

Specific duties

1. Develop and manage information technology tools, databases, and data analysis processes to facilitate the steps to collect, analyze, visualize and report on AMR indicators data to inform national policies and monitor global trends.

Education Qualifications

A first university degree in Health (medicine or public health) or Information Technology /Data science.

Desirable

  • An advanced university degree (Masters level or above in Health (medicine or public health) or Information Technology/ Data Science.

  • Advanced training in information technology systems.

Experience

*Essential

At least five years of progressively responsible professional experience in public health, information technology, or data sciences and developing public health capacity and policies/strategies that promote health and preventative measures, investigation, surveillance, preparedness, monitoring and evaluation, and control of various diseases. Demonstrated experience at the international level.

Desirable

Experience at the country level. Experience in developing and managing information technology systems and databases to collect, analyze and visualize public health data. Experience in statistical analysis and data analysis.
