OBJECTIVES OF THE PROGRAMME

The mission of WHO is to promote health, keep the world safe and serve the vulnerable. WHO's work on UHC will be fully aligned with SDG target 3.8, which focuses on achieving UHC, including financial risk protection, access to quality essential health-care services and access to safe, effective, quality and affordable essential medicines and vaccines for all. In addition, Regional Director's Vision for 2023 vehemently makes “Expanding Universal Health Coverage” as its top strategic priority in the region and focuses on implementing the recommendations of the Salalah Declaration on Universal Health Coverage of 2018, to ensure that at least 100 million more people from the region benefit from UHC by 2023. A strong and well-coordinated health system foundation enables effectiveness of individual programs and efficient use of shared system resources for all programs and both underpins and unifies public health efforts aimed at combating diseases and building healthy communities in an efficient and equitable manner, especially for high priority, excluded and underserved population groups

DESCRIPTION OF DUTIES

1) provide expertise on health system strengthening including health information System, health service delivery at community, primary, secondary and tertiary levels, health workforce and essential medicines and pharmaceuticals

2) Provide Leadership and guidance to the Ministry of Health and other Sectors to recover from the impact of long emergency ensuring that activities are carried out in a highly professional and timely manner to build a resilient health system

3) Provide technical guidance and support in the development and implementation of robust national health policies, programmes and plans in response to the health emergency in coordination with Emergency Team Lead

4) Advise and collaborate on the development, implementation, and evaluation of technical cooperation programmes in the areas of health governance, health policy and systems development, health services organization and management supporting universal health coverage.

5) Support the establishment of standards for the design, organization and functional health programming and operation of health systems based on primary health care, supporting universal health coverage, integrated health and pharmaceutical services networks including hospitals, integrated reproductive maternal, newborn and child health, public health infrastructure and services.

6) Provide technical assistance to Member States to design a basic health service package and methodology fit for emergencies, taking into consideration the social and cultural aspects for the effective use and access to services

.7) Ensure continuity of care at emergencies particularly for people with chronic disorders, pregnant mothers, children under five years' morbidities and disabilities, etc. and provide measures to strengthen referral channels.

8) Contribute to the identification and targeting of health inequities and the inclusion of vulnerable groups to ensure equitable access to quality health services

.9) Contribute to the development, planning, and training of human resources in health aimed at increasing the efficiency, effectiveness and quality of the workforce; organize, conduct, or facilitate capacity-building activities.

10) Coordinate the planning and implementation of the technical activities pertaining to quality of care and the health services infrastructure (nursing, pharmacy, laboratory, medicines, vaccines, and medical diagnostic and therapeutic devices, health information system including vital statistics and medical record keeping) and priority programmes based on the needs of affected populations.

11) Disseminate up-to-date knowledge and findings in the various areas of specialization; advise on the introduction and transfer of experiences and technologies through capacity-building processes.

12) Lead the work on polio transition planning in the office and provide guidance to immunization team on health system strengthening related to immunization within GAVI support

13) Support the development and consolidation of the health information system to assist in the decision-making processes; provide information on the health situation, status and trends pertaining to the effective and efficient management of health and pharmaceutical services.

14) Cooperate with internal team members, national authorities, international cooperation agencies, inter-governmental and non-governmental organizations, and other relevant stakeholders, in order to develop alliances and networks that promote access to quality primary care services for the affected population.

15) Perform any other incident-specific related duties, as required by the functional supervisor

REQUIRED QUALIFICATIONS

Education

Essential: Master's degreein public health, health systems/services administration, health management or healthrelated field from an accredited/recognized institute. Desirable: N/A

Experience

Essential: At least seven years of progressive and related experience, at the national and international levels, in areas related to health systems recovery and development, health services delivery in emergencies, extension of health care services to underserved populations/areas, and developing strategies to overcome barriers to accessing health care services, including essential medicines Desirable: Prior humanitarian working experience at field level with WHO, other UN agency,health cluster partners; recognized humanitarian organizations or with an international non governmental organization with expertise in disaster and health emergencies response.

Skills

1) Sound knowledge in public administration reform.

2) Proven skills in policy development, planning, monitoring andevaluating health systems.

3) Demonstrated ability to provide sound methodological, technicaladvice and guidance to multiple stakeholders and partners in health sectorreform and public administration reform.

4) Demonstrated ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing.

5) Ability to monitor and communicate progress in terms of process and results.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 73,516 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1911 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
