OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.

DESCRIPTION OF DUTIES

To contribute with technical knowledge and expertise towards capacity strengthening of the health system in Kazakhstan in the context of COVID-19 response, recovery, and early development activities. In the aftermath of the current health emergency, the essential health services would require support to restore the continuum of care and delivery of quality and equitable human health services. Furthermore, the health system requires support in building up sufficient capacity to prepare for the next health emergencies. Key areas of interventions will be aligned with the BCA priorities and tailored to the new reality post-COVID-19. Key duties1. To provide technical expertise to the Ministry of Health of Kazakhstan and the concerned national agencies, on health system preparedness and readiness, infection prevention and control measures, clinical management issues and other relevant areas of work such as injury prevention, antimicrobial resistance, non-communicable diseases and vaccine preventable disease. 2. To design, implement, monitor and evaluate the selected health interventions in the defined area of expertise to strengthen the preparedness and response to COVID-19 emergency in Kazakhstan, in collaboration with the WHO Country Office team and the respective units of the WHO Regional Office for Europe and WHO headquarters.3. To conduct trainings activities in the assigned area of responsibility with an initial particular focus on health system preparedness and response, infection prevention and control measures, case management as well as trauma and emergency care trainings for healthcare workers, public health professionals, and other relevant interlocutors. These areas will be adjusted depending on the BCA 2020-2021 key priority activities post COVID-19.4. To provide technical advice in coordination with technical units at the Regional Office level and HQ, to the Ministry of Health and WHO Country Office in maintaining essential health services.5. To support the WR and alternate in the drafting of comprehensive health system strengthening strategies in order to build the capacity of the MOH and to increase its resilience to shocks and the capacity to respond and recover from appropriately.6. To act as first-line emergency responder in case of in case of an event. To support UN country team, where relevant, as well as the Regional Office, support the provision of data and information required for any documents to be presented to WHO governing bodies in view of the upcoming Regional Committee.7. To provide technical support in fundraising including drafting of project proposal.8. To contribute to donor reports including the EU funds.

REQUIRED QUALIFICATIONS

Education

Essential: First University degree in Medicine. Desirable: Master's degree or training in relevant health-related fields.

Experience

Essential: At least 5 years of relevant work experience in public health, or in the area of epidemic and/or emergency preparedness and response. Desirable: Relevant work experience in areas of emergency preparedness and response, health system strengthening in WHO or the UN system or in a multi- and bilateral development agency active in the health sector.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 60,962 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1377 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
