OBJECTIVES OF THE PROGRAMME

The Division of Country Health Programmes (CHP) assists country efforts to reduce the burden of non-communicable and communicable diseases and address the social, economic and environmental determinants of health, and promotes policies and actions for health through stewardship of the WHO European Healthy Cities Network. It focuses on health promotion measures; prevention and control of noncommunicable diseases, including cancers, cardiovascular diseases, chronic respiratory diseases and diabetes, and risks related to tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol; communicable diseases such as tuberculosis, HIV/AIDS and hepatitis, and vector-borne and neglected tropical diseases; elimination and control of vaccine-preventable diseases and advocacy for increased use of vaccines; containing and controlling antimicrobial resistance; addressing existing and emerging environmental health risks, and supporting violence and injury prevention. A determination to ensure universal access to people-centred quality health services across the continuum of care is matched by enriching the evidence base for policy design and interventions using social, cultural and behavioural approaches, to drive implementation of innovation at national, regional and local levels.

The WHO European Centre for Environment and Health (ECEH) in Bonn provides technical and scientific expertise on the impacts of environment on health. It delivers to countries policy advice, tools to inform and support decision-making in the areas of air quality, access to safe drinking-water, sanitation and hygiene, minimizing the adverse effects of chemicals, adaptation to and mitigation of climate change, environmental sustainability of health systems, urban health planning, including transport and mobility work, as well as violence and road traffic injury prevention. It works with all units to develop collaborative initiatives addressing environment-related diseases. The Centre strengthens country capacities to address environment and health challenges through development and delivery of a range of training courses on environment and health, including on health impact assessment.

The Programme on Water and Climate (WAC) addresses the health-related aspects of water, sanitation, hygiene (WASH) and climate change adaptation. WAC provides the secretariat function to the Protocol on Water and Health to the 1992 Convention on the Protection and Use of Transboundary Watercourses and International Lakes, jointly with UNECE. It also provides the secretariat for the Working Group on Health in Climate Change (HIC), a working group established by the European Environment and Health Task Force, to facilitate dialogue and cooperation among Member States in the WHO European Region to protect health from the adverse effects of climate change. WAC works with Member States to support the development of climate change health adaptation plans, and to develop and improve WASH regulations, management and surveillance approaches, as well as management of outbreaks of water-related disease. The programme supports the regional implementation of the WHA resolution 72.7 on WASH in health care facilities, and the achievement of SDG 6, for which WHO is the custodian agency.

DESCRIPTION OF DUTIES

NB: This position is a part-time (60%) position.

Provide technical assistance in the WHO European Region at the multi-country, national and local levels in the area of water, sanitation and hygiene (WASH), including contributing to the implementation of technical activities of the Water and Climate Programme (WAC) in relation to WASH in institutions, particularly in health care facilities and schools, and promoting uptake of good hand and menstrual hygiene practices.Under the supervision and guidance from Programme Manager WAC, the incumbent will assume the following responsibilities and achieve the following objectives:

1. Compile and monitor emerging evidence from science and practice in relation to institutional WASH, hand and menstrual hygiene in order to inform policy and technical discussion with health and non-health stakeholders;

2. Produce draft technical documents, tools, information products and summary reports, including a regional status report and a surveillance tool on WASH in health care facilities;

3. Provide technical assistance to countries of the WHO European Region in relation to institutional WASH and the promotion of good hand and menstrual hygiene practices in accordance with WHO guidelines, recommendations and tools in order to support policy development and capacity building. This also includes providing methodological and analytical support to countries in undertaking comprehensive situation assessments on WASH in health care facilities in accordance with WHA resolution 72.7;

4. Support the preparation of online trainings and webinars to improve the skills of professionals in the WASH domain, as well as the Bonn School on Environment and Health, by compiling relevant information, composing materials and delivering training sessions; 5. Support implementation of activities under the 2020-2022 programme of work of the UNECE/WHO Protocol on Water and Health, including liaising with lead countries and stakeholders on the programming of activities related to institutional WASH and hygiene and organizing relevant sessions at the meetings of Protocol governing bodies, expert group meetings and multi-country capacity building events;

6. Assist with the regional rollout of global monitoring instruments to track progress with implementation of SDG 6, in particular in relation to the reports of the WHO/UNICEF Joint Monitoring Programme for Water, Sanitation and Hygiene (JMP) related to institutional WASH, by mapping and retrieving relevant data from the WHO European Region and liaising with country counterparts;

7. Contribute to the development of regional and national communication campaigns, including web stories, social media messaging and multimedia materials, in the areas of institutional WASH and promotion of good hand hygiene and menstrual hygiene practices; 8. Draft progress reports and other technical communications (e.g. donor reports, annual reports, briefing notes), as relevant.

REQUIRED QUALIFICATIONS

Education

Essential: University degree (Bachelor's level) in environmental or biomedical science, public health or other relevant recognized health and natural sciences related degree. Desirable: University degree (Master's level) in any of the above fields.

Experience

Essential: At least two years' relevant experience in WASH and health. Demonstrated experience with research and data analysis, drafting of technical documents, communications and advocacy. Experience in WASH policy analysis and in country-work. Desirable: Relevant experience within WHO, the UN system and/or other international organizations within this technical area. Experience of working with multilateral platforms at international level.

Skills

The incumbent demonstrates: Knowledge of the scientific and policy aspects of institutional WASH, as well as in the area of hand and menstrual hygiene, including country and local level implementation measures of these approaches;Knowledge of WHO work and policies in the area of WASH;Knowledge of cultural and socio-political realities of countries in the WHO European Region.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 47,895 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1437 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
