The mission of WHO’s Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage public health threats and health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international response to contain outbreaks and health emergencies and to provide effective relief and recovery to affected populations. The objectives of WHO’s WHE Programme are: to help Member States build their capacity to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to minimize the impact on the health of affected populations. WHO’s Health Emergencies Programme directs all the Organization’s work in health emergency risk management, with an all-hazards approach comprising risk reduction. preparedness, readiness, response and early recovery activities, and with a particular emphasis on the identification and mitigation of infectious hazards and risks.

Within the delegated authority and under the Influenza Team Lead and the PIP Project manager at IHP/WHE, supervision, the UN Volunteer International Specialist will be responsible for mapping all national influenza and other respiratory viruses pandemic and outbreak preparedness plans in Eastern Mediterranean Region, including influenza preparedness plans (IPPP), multi-hazard plans, and National Action Plans (NAP) for emergencies. The goal is to identify the scope of work, usage, development process, main stakeholders of these plans, the risk for duplications and ways to come up with impactful and practical plans. Additionally, in collaboration with teams in WHO, HQ, Berlin Hub, RO and CO the volunteer will assess global and regional initiatives, identify cross-cutting issues, and propose ways to enhance collaboration and clarify linkages between different plans. Based on available assessments, the volunteer will conduct a quick assessment to identify the needs of different counties and propose a work plan to support countries in enhancing their pandemic preparedness plans.

The UN volunteer is expected to carry out the below tasks: a) Mapping National Pandemic Influenza, other respiratory diseases, multi-Hazardous and multi pathogens Preparedness Plans: - Identify and collect all national pandemic and outbreak preparedness plans, including influenza preparedness plans, multi-hazard plans, and NAP for emergencies. - Review and summarize the development process, scope, and main objectives of each plan. - Identify the target audience and users of these plans, including government entities, healthcare institutions, emergency response agencies, and other relevant stakeholders. - Evaluate the current utilization of the plans and identify gaps or areas of improvement.

b) Global and Regional relevant Initiatives Assessment: - Conduct a comprehensive review of existing global and regional initiatives related to pandemic and outbreak preparedness plans development, including activities undertaken by international organizations, regional health bodies, and other relevant stakeholders
- Identify cross-cutting issues and areas of potential collaboration between different initiatives and offices at Global Berlin, Regional and County levels. - Propose strategies and mechanisms to enhance collaboration between different initiatives and among various stakeholders to improve national influenzas and other respiratory viruses’ preparedness plans at country level.

c) Quick Country Needs Assessment: - Based on available data and information, conduct a quick assessment to determine the specific needs and challenges of different counties in regard to enhancing and implementing pandemic preparedness plan and come up with countries-based solutions - Analyze existing resources, capacities, and gaps in each county in relation to pandemic preparedness plans - Identify priority areas for intervention and propose recommendations to address the identified needs.

d) Work Plan Development: - Based on the findings from the assessments, propose a comprehensive work plan to support countries in enhancing their pandemic influenzas and ORV preparedness plans. - Specify activities, timelines, and responsible entities for each component of the work plan. - Include provisions for monitoring, evaluation, and reporting to ensure progress and effectiveness of the proposed interventions.

project management in public health or closely related field; such as Knowledge of pandemic and outbreak preparedness plans development at the national and/or international levels, emergency programmes and/or countries in the Region. •Strong research, analytical, and report writing skills •Excellent oral and written skills; excellent drafting, formulation, reporting skills; •Accuracy and professionalism in document production and editing; •Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development; •Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel; •Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment; •Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines; •Sound security awareness; •Have affinity with or interest in Public Health and humanitarian volunteerism as a mechanism for durable development, and the UN System. •Having and advanced higher degree (Master’s or equivalent) in a relevant area, e.g. Public Health, Epidemiology, Infectious Diseases or area related to emergency is desirable. •Working in the UN or other international development organization is an asset.
