OBJECTIVES OF THE PROGRAMME

To ensure that effective WHO country presence is established to implement WHO country, cooperation strategies that are aligned with Member State's health and development agendas, and harmonized with the United Nations country teams.

In the context of Emergency Health and Nutrition Project funded by World Bank, the Project Development Objective is to contribute to the provision of basic health and essential nutrition services for the benefit of the Yemeni population.

DESCRIPTION OF DUTIES

  1. Act as the focal point for planning and implementation of EHNP supported activities in Aden and Hadramout Hubs (including day to day management and follow up).
  2. Ensure, follow up and push forward implementation of EHNP activities at field level in Aden and Hadramout within WHO and with implementing partners and stakeholders including UNICEF, GHOs, DHOs, etc.
  3. Under the guidance of EHNP PMU manage operational issues of EHNP activities in Aden and Hadramout hubs, he/she will work and take actions to resolve difficulties that may occur.
  4. Prepare and submit bi-monthly reports and presentations on progress, implementation (actual versus planned), disbursement (in coordination with grant officer), etc.
  5. Ensure that communication and visibility of EHNP and SOPs are implemented.
  6. Liaise and coordinate with persons responsible for hospitals component of EHNP, as well as WASH, Grievance Redress Mechanism (GRM), Environmental Social Management Framework (ESMF), and Medical Waste Management Plan (MWMP) to ensure that these measures and plans are enacted.
  7. Provide technical inputs on implementation activities EHP to facilitate on technical aspects of implementation of project supported activities.
  8. Follow up on procurement and supply chain issues and maintain a database of all supplies provided to hospitals in the hub.
  9. Inform Third Party Monitoring (TPM) of activities requiring M&E and following up on their findings, recommendations, etc.
  10. Conduct field visits that will provide technical support and improve service availability and performance of supported hospitals as necessary.

REQUIRED QUALIFICATIONS

Education

Essential: Bachelor's degree in degree in medicine or public health or health systems/services administration

Desirable: An advanced university degree (Masters level or above) in medicine, public health, health financing, health systems, business administration or related field. Specialized training in emergency management; project management trainings in humanitarian response

Experience

Essential: At least two years of related experience in health operations, with proven experience in managing health emergencies in the context of humanitarian crises. Related experience in managing human and financial resources.

Desirable: Relevant work experience in outbreaks and/or health emergency and project management. Related experience in development and implementation of strategies and action plans within WHO and/or UN agencies.

Functional Knowledge and Skills

  1. Demonstrated skills in and knowledge of the humanitarian aid projects and their implementation in emergencies contexts as related to public health, complemented by demonstrated ability to identify and manage difficult situations.
  2. Proven skills in coordination of activities between the different stakeholders.
  3. Comprehensive knowledge of the theory, principles, methods and techniques of public health, medicine and health service delivery.
  4. Good time and stress management in pressing situations and conflicting priorities.
  5. Knowledge of WHO or other UN agency rules, manuals, practices and procedures is an asset.
  6. Good skills and knowledge with results-based management (RBM) and/or enterprise resource planning (ERP) systems
