OBJECTIVES OF THE PROGRAMME

Division Mandate: To provide leadership and action and to support Member States in attaining a greater level of awareness for the promotion of healthy environments and populations by addressing key health-related social, environmental and behavioural risk factors and determinants. This programme will respond to the needs of the population in the aspects of lifestyle approach to the impact of climate change, and noncommunicable diseases, healthy environment, health promotion and related health systems to promote healthy social and physical environments where people live, study, work and play as a substantial and essential element of Sustainable Development, Health Equity and Gender Inequities.Unit Mandate: 1. Violence and Injury Prevention:To assist Member States with policies and promoting multisectoral action to prevent and reduce death, morbidity, trauma and disability resulting from violence and injuries, particularly those related to road traffic crashes, drowning and interpersonal violence against women, children and youth.--> Member States supported to develop, strengthen, implement and evaluate national strategies, plans and programmes for violence and injury prevention; --> Assistance provided in building technical capacity at all levels in order to strengthen the response to violence and injuries, including surveillance, evidence-based practice and evaluation;--> Regional networks established and strengthened to share best practices and to promote concerted actions across sectors and countries;--> Magnitudes and trends of violence and injury in the region monitored and reported; and--> Resources mobilized for injury and violence prevention at various levels 2. Harmful use of alcohol:To assist Member States in reducing harmful use of alcohol by supporting efforts in the development and implementation of policies and programmes for redcuing the harmful use of alcoholthrougout the region,--> Report of systematic review of alcohol control policy, legislation, plans and programmes. --> Report of thematic reviews in major areas such as the five high-impact strategies that can help governments reduce the harmful use of alcohol and related health, social and economic consequences:o Strengthen restrictions on alcohol availability.o Advance and enforce drink-driving countermeasures.o Facilitate access to screening, brief interventions and treatment.o Enforce bans or comprehensive restrictions on alcohol advertising, sponsorship, and promotion.o Raise prices on alcohol through excise taxes and pricing policies.

DESCRIPTION OF DUTIES

The incumbent will facilitate and assist in the implementation of the Regional Action Plan for Violence and Injury Prevention (2016-2020) and assist the Member States in reducing harmful use of alcohol.Under the supervision of the Coordinator, Equity and Social Determinants of Health (SDH) and guidance of the Director, Healthy Environments and Populations (DHP), the incumbent will perform the following duties: 1. Assess country situation and initiate interventions that would raise awareness on violence and injury prevention, and to establish joint efforts with Member States, international partners, other United Nations agencies, and nongovernmental organizations in promoting and strengthening the violence and injury prevention particularly road traffic injury prevention an drowning prevention;2. Monitor, supervise and coordinate the implementation of comprehensive projects, programmes and plans in line with the Regional Action Plan for Violence and Injury Prevention (2016-2020), which would resolve priority issues pertaining to violence and injury prevention by carrying out activities in collaboration with local stakeholders to facilitate the exchange of experience among groups and localities with similar concerns; 3. Liaise with intersectoral counterparts within Member States (i.e. police, transport, social welfare) and, where appropriate, nongovernmental organizations, international partner agencies and other organizations in the programmes of violence and injury prevention in needs assessment and situation analysis; formulation of national plans of action or strategies; implementation of training programmes; and development of promotional materials;4. Assist in resource mobilization efforts to support the development and implementation of the regional programme on violence and injury prevention;5. Support the implementation and evaluation of high-impact intervention to reduce the harmful use of alcohol with the goal of minimizing the negative health outcomes associated with alcohol use.6. Facilitate data collection for the Global Survey on Alcohol and Health.7. Initiate and support advocacy activities to raise awareness for reducing harmful use of alcohol.8. Perform other duties, as required.

REQUIRED QUALIFICATIONS

Education

Essential: A university degree in medicine, public health or social sciences and a master's degree in public health, social sciences or a related discipline from a recognized institution Desirable:

Experience

Essential: At least five years' experience in policy development, implementation and evaluation, establishing intersectoral networks and mobilizing resources in violence prevention and/or reduction of harmful use of alcohol programme. At least two years of relevant experience at international level. Desirable: Minimum one year of experience working in low-or-middle income countries or experience of working with WHO or other United Nations agencies.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2518 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
