OBJECTIVES OF THE PROGRAMME

PME unit follows two major strategic direction: Planning, Budget and Monitoring (PME), which operates in a results-based environment and the Country Support (CS). The unit facilitates and supports the development and operationalization of the Global Programme of Work including biennial Programme Budget development and management through General Ledger, strategic planning, operational planning, programme implementation, performance monitoring and assessment and reporting. Results-based management framework and the availability of planning tools are essential to ensure informed decisions on optimized resource distribution and coordination, and efficient programme implementation. PME serves as EMR’s effective coordinating focal unit across the three levels of the Organization in order to optimize WHO technical cooperation at Country level through the integration of political, technical, managerial and administrative aspects. The Country Support works in constant dialogue with Headquarters, regional departments and Country offices (COs).

DESCRIPTION OF DUTIES

The Technical Officer will perform the following duties: 1. Assist in the design and development of data templates and tables for Programme Budget (PB), consolidate and synthesize according to the required information (e.g. PB allocation) for all Budget Centers. 2. Review, monitor and evaluate PB allocations; analyze and report Budget Center implementation throughout the biennium; perform funding gap analysis; consolidate and maintain budget documents; ensure historical records are maintained and trend analysis is performed. 3. Provide technical inputs to the Planning focal points in Country Offices and Regional Office departments to facilitate the strategic and operational planning exercises. 4. Review and analyze budget requests, process budget journals and monitor the regional holding account. 5. Provide necessary support to all Regional and Country Office staff on issues related to programme and budget management. 6. Develop high level and ad-hoc reports for regular monitoring and reporting. 7. Provide technical support in the preparation and compilation of technical monitoring exercises (e.g., midterm review and end-of-biennium assessment). 8. Provide system support on the ERP system related function in the areas of Project and budget management modules.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in Business Administration, Information Technology, Accounting or a related discipline. Desirable: Master's degree in Management, Business Administration or a related discipline.

Experience

Essential: At least two years of relevant experience in Project Management, Enterprise Resource Planning Support, Business Intelligence and Budget Management. Desirable: Experience in training and user support, as well as experience with the UN organizations.

Skills

  • Knowledge of programme planning, budgeting and implementation in a results based management framework.
  • Ability to express ideas clearly and concisely; analyse results and budget and recommend appropriate actions.
  • Maintain effective working relationship with people of different national and cultural backgrounds.
  • Ability to apply IT technology to result based management issues.
  • Good working knowledge of budget and programme management area.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1478 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
