OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme(WHE) (The Programme) is to build the capacity of Member States to manage healthemergency risks and when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and toprovide effective relief and recovery to affected populations. The Health Emergency Information and Risk Assessment Unit (HIM) is responsible for identifying new public health events, assessingrisks to public health, conducting epidemiological surveillance and field investigations, monitoring public health interventions, and communicating public health information to technical partners.

DESCRIPTION OF DUTIES

  1. Contribute to the development of country and regional HeRAMS action plans, and monitor the HeRAMS roll out,and disseminate HeRAMS data.train HeRAMS country focal points.
  2. Establish a comprehensive HeRAMS baseline at national and regional levels.
  3. Provide a technical input to the design, development of HeRAMS training material and provision of training to ensure sustainable local capacities and ownership transfer to countries.
  4. Conduct a preliminary analysis (including geospatial analysis), interpretation,verification, and dissemination of HeRAMS data.
  5. Develop drafts of HeRAMS analytical products at country and regional level (incl. HeRAMS periodic reports, online dashboards, and presentations) in line with globally agreed upon standards.
  6. Contribute to the development /revision of HeRAMS normative documents as required, ensuring regional considerations are well reflected.
  7. Monitor feedback mechanisms fromall relevant regional and national stakeholders to ensure their engagement in HeRAMS.
  8. Actively contribute to the development and implementation of national response monitoring frameworks.
  9. Participate in the technical missions to countries to train HeRAMS country focal points,and Conduct a systematic collection and analysis of data and technical information.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in InformationTechnology, Statistics, Epidemiology or Public Health from a recognizedinstitution

Experience

Essential:

  • At least two (2) years of professional experience at national and international level in information management.
  • Experience with activated health clusters or other humanitarian coordination mechanisms.
  • Experience in the design, implementation of information systems in humanitarian and complex settings.

Desirable:

  • Experience in UN organizations/agencies, national and International institutions, or NGOs.
  • Experience in design and management of information systems.

Skills

  • Very good Knowledge of response monitoring principles and buildingof health indicators.
  • Very good Knowledge of the HeRAMS process.
  • Demonstrated ability to interact in complex situations involving technical, cultural, and political elements.
  • Proven ability to work and produce results under pressure in critical situations.
  • Tact, diplomacy, and courtesy.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 49,254 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1478 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
