OBJECTIVES OF THE PROGRAMME

The Committee is a peer-review body in charge of reviewing confidential investigation reports and respective recommendations on allegations of abusive conduct, and correspondingly providing its views and recommendation to the Director-General/Regional Director concerning an appropriate course of action in each case, in accordance with the options set out in the policy on Preventing and Addressing Abusive Conduct. The policy on Preventing and Addressing Abusive Conduct outlines WHO's policy and procedures concerning discrimination, abuse of authority, and harassment, including sexual harassment. The policy specifically provides for measures to promote a respectful workplace and to prevent and respond to all types of abusive conduct, such as providing training to the workforce. Several WHO entities at both headquarters and regional levels are directly involved in the implementation of this policy, i.e., the Department of Human Resources and Talent Management (“HRT”), the Office of Compliance, Risk Management and Ethics(“CRE”), the Ombudsman, etc.

DESCRIPTION OF DUTIES

Working under the administrative supervision of the Management Officer, Office of the Chef de Cabinet, and the operational supervision of the Committee Chair(s), the incumbent provides administrative and policy support to the Committee. Specifically, the incumbent:

  1. Provides specific guidance to the Committee on established policies related to preventing and addressing abusive conduct;
  2. Conducts research and provides background information and briefings to the Committee regarding the WHO Staff Rules and Regulations, relevant WHO policies, or the judgments of the Administrative Tribunal of the International Labour Organization (“ILOAT”);
  3. Manages the smooth running of cases and supports the Chair(s) in ensuring the Committee complies with the applicable timelines;
  4. Supports the Committee in drafting its recommendations to the Director-General/Regional Director;
  5. Provides periodic and annual reports to the Director-General on the cases and recommendations made by the Committee;
  6. Maintains and updates the Committee's files and manages access to Committee members as required;
  7. Prepares the relevant documents for consideration by the Committee, which will ensure timely submission of cases;
  8. Undertakes administrative tasks such as dealing with correspondence and coordinating meetings;
  9. Performs other related duties as may be required.

In relation to prevention measures on abusive conduct, the incumbent:

  1. Manages the annual submission of checklists on preventing and addressing abusive conduct (“PAAC checklists”) by individuals at the country office, regional office and headquarters (including outposted offices) levels and provides an annual report to Director, HRT on compliance by the concerned offices;
  2. Acts as the focal point for the Clear Check screening database for sexual harassment and sexual exploitation and abuse and undertakes the following functions in relation to the database: i. inputs data concerning individuals whose working relationship with WHO ended because of a determination that they had perpetrated sexual harassment or sexual exploitation and abuse; and ii. when required, searches the database in order to vet candidates;
  3. Provides trainings and briefings on preventing and addressing abusive conduct to members of WHO's workforce;
  4. When requested to do so, represents WHO in fora on preventing and addressing abusive conduct;
  5. Proposes recommendations to Director, HRT on amendments to the policy on Preventing and Addressing Abusive Conduct, aimed at improving implementation of prevention measures;
  6. Performs other related duties as may be required.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in Law, Human Resources Management or Business Administration. Desirable: An advanced university degree (Masters level or above) in Law, Human Resources Management or Business Administration.Specialized training in relation to ethics or gender-based violence.

Experience

Essential: At least five years' experience in the application of administrative or HR principles and concepts. Demonstrated exposure at the international level. Desirable: Experience in the areas of ethics or preventing and addressing abusive conduct in the UN System. Experience in facilitating training and capacity-building activities.

Skills

Strong organizational and communication skills. Thorough knowledge of administrative policies in the UN system on preventing and addressing abusive conduct. Proven skills in drafting clear-cut reports of HR or administrative nature and proven skills to communicate complex issues of an administrative nature clearly, understandably and geared towards the respective target audience. Demonstrated ability to act independently and exercise sound judgment. Ability to work closely in harmony with stakeholders of different cultures and backgrounds. Ability to work under pressure and with minimal supervision or guidance.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1361 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
