OBJECTIVES OF THE PROGRAMME

The Health Systems Governance and Financing department (HGF) supports the development of health system governance and financing policies and strategies within the context of national health plans and strategies. It provides technical support on the development of appropriate policies and strategies; develops methods, tools and standards to collect, evaluate and introduce relevant information and evidence into policy debate; builds capacity to use this evidence and engages in partnerships with multilateral and bilateral organizations to help develop governance and financing strategies and policies that help countries move closer to universal health coverage (where all people obtain the health services they need without financial hardship linked to paying for services).Within the HGF department, the mission of the System's Governance and Policy (HGS) is to support countries in improving the way they build and govern their health systems and develop national health planning processes, reform their institutions, empower citizens and improve accountability, adapting policy dialogue to a rapidly changing environment with a view of scaling up health outcomes for the poor. This includes in practice strategic planning (development, implementation and monitoring of robust National Health Policies, Strategies and Plans), institutional reforms, laws and regulations, support to decentralization, voice and accountability, and, for those concerned countries, donor coordination in line with the principles of UHC2030/IHP . A critical part of this is work on law and regulations as critical enablers of UHC. There is an increasing demand from member states for legal support from WHO as part of their UHC efforts. Areas of high demand from member states include requests for support on the following areas of work:Regulating/engaging with the private sectorGovernance and regulation of health workersStrengthening accountability and transparency in the health sectorLegal empowerment efforts to support the UHC health rights of health system users

DESCRIPTION OF DUTIES

The incumbent will contribute to the HGS legal work program to help the efforts of WHO member states towards Universal Health Coverage (UHC) by :Participate in developing normative products (including policy briefs and practical guidance documents to support member state efforts towards UHC);Participate in the running of country pilots to test HGS products; Contribute to the technical assistance providedto member states;Collecting, analysing and distributing information about member states' efforts and experiences with using law and regulation (“lessons learned”) as part of work on UHC to help build the capacity of member states to work on these topics;Contributing to multi-country, regional and global engagement focusing on the use of law and regulation to support work on UHC, and Building and maintaining networks of experts (practitioners, researchers and health system stakeholders) to support HGS's legal work.Specific technical tasks will include:a) Producing original research materials;b) Drafting and editing HGS written outputs;c) Setting up, managing, coordinating and overseeing the implementation and evaluation of HGS activities;d) Preparing, facilitating and following up on HGS events, including assessments, workshops, consultations, meetings, support for technical networks and side-events; ande) Supporting the day-to-day operation of the HGS legal Programme.

REQUIRED QUALIFICATIONS

Education

Essential: A first university degree in Law. Desirable: Post graduate degree in Law. An advanced degree in public health, health policy, health economics or other field relevant to the position.

Experience

Essential: At least two years' experience working on health law and policy. Demonstrated experience in project management and implementation, promoting collaborative partnerships and donor reporting. Desirable: Work experience with UN Agencies and international development partners. Experience working on health system strengthening and health governance Exposure at the international level.

Skills

Technical expertise in health systems law and regulations as well as opportunities for strengthening these. Ability to work effectively with colleagues at regional, inter-country and country levels. Excellent writing and communication skills. Ability to monitor progress as well as impact, and to present results.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 48,805 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3551 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
