OBJECTIVES OF THE PROGRAMME

The Division of Data, Analytics and Delivery for Impact (DDI) supports and strengthens the generation and collection, analysis, use and dissemination of data and evidence to promote better evidence-informed decision-making in member states. DDI's goal is to build capacity in member states to monitor the health of their populations and the impact of health interventions and to promote evidence-based policy decisions. The monitoring of WHO's Global Programme of Work 13 (GPW 13) Results Framework and in particular the Impact Measurement is also a key function. DDI brings a systematic, integrated and sustained focus on the achievement of the Triple Billion targets. It will drive the achievement of the Triple Billion targets through delivery, problem-solving when delivery is off-track,system-wide learning and capacity building. Delivery tracking includes pursuing targets and trajectories for each of the billion targets and monitoring active progress against those goals.

The Department will facilitate routine reviews of indicators, called stock takes, in order to assess progress against planned targets and to determine corrective actions when implementation is off-track.DDI will provide mechanisms for WHO country offices, regional offices and HQ technical programmes to be held accountable for health impacts; and to discuss,problem-solve, and address implementation issues.

DESCRIPTION OF DUTIES

1. Serve as the Division focal point for coordination and cross-Division activities;

2. Coordinate strategic advisory groups including the WHO - UN DESA Technical Advisory Group on COVID-19 Mortality Assessment and the WHO Reference Group on Health Statistics;

3. Liaise and build relations with internal and external partners and stakeholders on behalf of ADG;

4. Perform a liaison role with WHO regional and country offices and with corporate functions for successful implementation of DDI activities and initiatives;

5. Assist with the preparation of strategic communications from the ADG to internal and external partners and to DDI Departments and staff;

6. Draft concept documents, proposals,technical briefings, reports and communications support as needed by the ADG;

7. Ensure the substantive technical preparation and organization of briefings and consultations attended by the ADG, as well asensure effective follow-up, reporting and coordination.

8. Provide ongoing preparation of data,analysis and background documentation to support decisions-making by the ADGDDI on priority projects; assess implementation levels of technical projects across DDI, provide qualitative and quantitative feedback to the ADG and support pertinent follow-up actions where required;

9. Support the ADG and the work of ADGO in effectively implementing and reporting on WHO's Results Framework (for GPW13and subsequent GPWs) and ensuring integration of the GPW 13 Results Framework with WHO's corporate planning function;

10. Perform all other duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: A first level university degree in international relations, public health, social sciences or communications. Desirable: Advanced university degree (Master's degree) in international development, public health, social or data sciences or related.

Experience

Essential: At least five (5) years of relevant work experience at national and/or international levels, including experience in the UN system, WHO, or an international or governmental organization. Related experience in working effectively in a multi-stakeholder environment including developing and promoting collaboration with others. Desirable: Experience with the technical subject matter. Experience working and maintaining relationships with a wide range of stakeholders including technical advisory groups, WHO and UN staff, government representatives, academics and private sector officials.

Skills

The position requires experience in the area of public policy and/or public health in an international setting. Extensive knowledge of international organizations. Ability to independently manage multiple projects with demonstrated experience in managing partnerships with a variety of stakeholders. Excellent analytical, project management, presentation and evaluation skills. Outstanding communication skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4307 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
