OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.The WHE Response division (WRE) is responsible for rapidly detecting and responding to health emergencies while leveraging relevant national and international partnerships, ensuring that emergency-affected populations in acute and protracted emergencies have access to essential health services and that systems are maintained and strengthened in fragile, conflict and vulnerable settings while implementing at scale, proven prevention strategies for priority pandemic/epidemic-prone diseases. The HEI Department is responsible for ensuring that emergency-affected populations have access to timely and effective health services, ranging from humanitarian interventions, Universal Health Coverage (UHC) in Fragile, Vulnerable and Conflict Affected Settings (FCVs) to key high impact epidemic diseases including Viral Haemorrhagic Fevers (VHFs), Yellow Fever, Meningitis and Cholera. The Department prioritizes support to the most vulnerable and low capacity countries.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following responsibilities:

1. Provide support to the organization and management of activities of the Global Task Force forCholera Control (GTFCC).

2. Liaise with institutions and experts for the creation, organization and maintenance of the GTFCC working groups. Identify internal colleagues and external partner institutions and expertise to collaborate on the work of the working groups. Establish composition, and conduct monitor and evaluation of timelines for each working group.

3. Provide input and ensure the coordination meetings and tele/video conferences on epidemics of vulnerable settings and other related issues.

4. Prepare technical background documentation. Monitor progress of activities of each working group. Organize the presentation of outcomes during GTFCC meetings. Ensure follow up of the meetings recommendations.

5. Communicate on all GTFCC related activities. Publish the GTFCC newsletter.

6. Maintain and update the GTFCC website. Identify needs for additional communication needs and take follow-up action.

7. Perform other related duties including replacing and backstopping duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential:

  • First university degree in International Relation, international development, political science, management or related field.

Desirable:

  • An advanced university degree in public health or in a public health related discipline or in communicable disease control.

Experience

Essential:

  • At least 5 years' experience in the management of public health projects.
  • Experience in the coordination of multiple technical partners/agencies.
  • Proven experience in writing reports and technical documents particularly in the context of donor reporting and donor relations.
  • Documented experience in the organization of meetings and events.
  • Demonstrated exposure at the international level.

Desirable:

  • WHO experience to have knowledge of its mandate, goals and practices, including the coordination of multiple internal and external partners.

Skills

  • Three competencies are considered to be mandatory for all WHO staff: Teamwork, Respecting and promoting individual and cultural differences, Communication.
  • Project management skills.
  • Knowledge of public health and approaches to integrated control of cholera.
  • Good knowledge of the principal cholera stakeholders as well as a good understanding of the WHO system.
  • Proven ability to write technical documents in a clear and concise manner.
  • Good capacity for organizing, summarizing and presenting information to differences audiences is essential.
  • Strong interpersonal skills with the ability to interact in a multicultural environment and promote consensus.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,120 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4519 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
