OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The Emergency Operations (EMO) Department of the Health Emergencies Programme is responsible to ensuring emergency-affected populations have access to an essential package of life-saving health services. This includes establishing comprehensive incident management for coordinated action in all graded and protracted health emergencies, assisting and coordinating the implementation of health operations to agreed standards through partner and WHO operational networks as well as providing supplies and logistical services and operational support for all graded and protracted health emergencies. EMO also guides strategic policy development and inter-agency relations for the Programme.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda:

1. Manages collaboration with network of GOARN training institutions and stakeholders to design, coordinate, implement and evaluate GOARN Training Program.

--> Develops and implements strategies to deliver the GOARN Tiered Training Activities.

--> Ensures the accurate and timely development, implementation and maintenance of training materials.

--> Manages and directs the preparations and running of GOARN field training courses, and the GOARN Training Faculty, and manages relations with GOARN training partners.

--> Works with WHO Regional Offices and relevant partners for consistent implementation of GOARN training, and development of regionally specific materials and courses.

--> Develops funding and training proposals, including preparation and monitoring of budgets.

--> Participates in WHE Training Task Team to support the mutual development, review and monitoring of WHO/WHE and GOARN cross-cutting policy issues, training initiatives and specific activities.

2. Identifies and advises on developing needs for new or modified training policies and practices, and works with GOARN partners, GOARN OST, and WHE stakeholders to ensure that training meets current and future WHE/GOARN partner needs.

--> Develops tools and participates in the assessment of training needs, collection and collation of required inputs and preparation of relevant reports.

--> Develops training supporting documentation as required.

--> Monitor, evaluate the effectiveness of training activities and develop appropriate reports Develop training, training schedules and ensure the timely delivery of the training.

3. Coordinates administrative, technical and logistical support for the delivery of training programmes and team activities; this may include managing requirement and needs for contractual support, consultants and managing training service providers.

4. Assists in the review and development of policies and procedures as may be required.

REQUIRED QUALIFICATIONS

Education

Essential:

  • Advanced level university degree (Master's degree or equivalent) in Science, Business Administration, Management, Public Relations, or related disciplines.

Desirable:

  • Formal training qualification is desirable.

Experience

Essential:

  • A minimum of seven years of progressively responsible experience in training and project management, some of which in an international context.
  • Proven experience in design, development and delivery of multidisciplinary training programme is required.

Desirable:

  • Experience in GOARN or WHO.

Skills

  • Three competencies are considered to be mandatory for all WHO staff: “Teamwork”, “Respecting and promoting individual and cultural differences”, “Communication”.
  • Ability to multi-task and produce results under pressure within short deadlines.
  • Excellent interpersonal skills.
  • Experience in managing a broad range of activities dealing with various international organisations and related institutions.

  • Strong working knowledge of Microsoft Office is required.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5306 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
