The United Nations Development Programme (UNDP) is the UN’s global development network, advocating for change and connecting countries to knowledge, experience, and resources to help people build a better life. UNDP has an important role in supporting health outcomes by supporting countries to address the social, cultural and economic determinants of HIV and health, in partnership with UN entities and other organizations. This is done through UNDP’s core work in reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health. UNDP also contributes through its coordinating and convening role in bringing together multiple partners and resources at national and local levels. UNDP partners with countries in crisis/post-crisis situations, those with weak institutional capacity or governance challenges, and countries under sanctions. When requested, UNDP acts as interim Principal Recipient (PR) in these settings, working with national partners and The Global Fund (GF) to improve management, implementation and oversight, while simultaneously developing national capacity for governments or local entities to be able to assume the PR role over time.

For the implementation of the Programme funded by the Global Fund, UNDP Iran has a Programme Management Unit (PMU) that coordinates and oversees the implementation of the Programme and ensures compliance of the terms and conditions of the grant agreements with the GF and UNDP rules, policies and procedures. In addition, it is critical the PMU links with other GF components such as C19RM and other UNDP programmes in Iran and also with other UNDP Country Offices acting as PR for Global Fund programmes in the region and globally.

UNDP Iran is seeking the services of a national consultant to provide overall technical leadership for the M&E approach and strategy for the project. Under the overall guidance and direct supervision of the Project Manager, the Technical Consultant provides M&E expertise in the planning, implementation of the Performance Framework and the M&E Plan, builds capacities of staff and local partners and ensure that data quality standards are monitored, met and reported timely. S/he leads in identifying technical needs of partners and makes appropriate recommendations.

The consultant will undertake the following activities:

• Ensure the implementation of monitoring and evaluation policies and strategies,

• Ensures effective management of the monitoring and evaluation process

• Ensures facilitation of knowledge building and knowledge sharing

Required Skills and Experience

Education:

• Advanced university degree in Public Health, Social Health, Medical Doctor or any development related field and/or a degree in medical sciences or project management.

• Additional formal training in Result Based Management and Monitoring and Evaluation is an advantage.

Experience:

• Minimum 10 years’ professional experience at the national or international levels in planning of health/development related programmes.

• Experience in planning, gathering, analysing and reporting information needed for M&E systems strengthening and management.

• Familiarity with healthcare structure and HIV/AIDS epidemic and response in Iran.

• Knowledge of Global Fund’s M&E Tools and guidelines would be an asset.

• Conversancy with policy development in the multi-sectoral approach.

• The knowledge and skill of facilitation and negotiation techniques.

• Excellent interpersonal, oral communication and professional writing skills.

• Solid experience in the usage of computers and office software packages (MS Office incl. Word, Excel, Power Point) as well as experience in handling of web-based management systems.

• Knowledge of UN/UNDP rules and regulations is an asset.

Competencies:

• Fluency in Farsi and English with excellent verbal and written skills in both languages
