Job Description

Purpose of the Role: The IRC is seeking to hire a full-time Technical Manager to support the Sr. Manager with the launch of a unique collaboration with Teach For Bangladesh (TFB) and the International Rescue Committee (IRC) Bangladesh. This partnership will leverage each organization’s respective strengths to refine and expand a proven model for driving positive, systemic change. TFB’s Fellowship Program, active in Bangladesh for 10 years and currently working in 43 schools in two districts, will expand into Cox’s Bazar, bringing talented teacher-leaders into high-need Bangladeshi host community classrooms.

The Technical Manager will work to enrich the Fellowship program for this initiative. IRC will draw on its deep expertise in Education in Emergencies (EiE) globally and in the Cox’s Bazar context, particularly to support TFB in adapting and augmenting TFB’s curriculum for developing teacher-leaders. IRC will also provide additional training and support to system teachers and headteachers, engage parents and community members, and help forge the necessary relationships with the government and the international NGO community in Cox’s Bazar, and expand support to caregivers and the broader schooling community in targeted formal schools. Furthermore, with a deep contextual understanding and tailored learning strategies for both the Rohingya refugee and Bangladeshi host communities, this project will establish sustainable pathways to develop outstanding, diverse teachers and leaders for education in emergencies.

Highlights of Key Responsibilities

The applicant must be comfortable in a fast-paced, collaborative, and flexible working environment to help to support the diverse, multi-disciplinary work. Experience working in cross-functional teams is essential. The successful candidate will report to the Sr. Manager in Bangladesh and coordinate with Sr. Manager to support the delivery of the programs as well as to manage procurement, budget, and program organizing.

Coordination & Representation:

· Develop and maintain effective working relationships with local communities, selected formal school leaders and teachers, local government agencies, with strategic and other implementing partners.

· Develop and maintain effective coordination with Teach for Bangladesh’s key project leads.

Deliverables

The Technical Manager will perform a variety of tasks under the guidance of Sr. Manager for completion of the project activities including, but not limited to:

- Support with review and analysis of existing Teacher Professional Development frameworks. Review, teacher training modules, approaches, content and data collection systems, measurement, and monitoring tools for classroom practice.

- Refinement and review of needs assessment tools with a partner to ensure alignment, and identify priority training areas, skills, and competencies.

- Support for the rollout and implementation of needs assessments in targeted formal school locations, in coordination with Teach for Bangladesh.

- Landscape review of existing TPD support models for government teachers in targeted areas (secondary).

- Design & hold content development workshops, and facilitate meetings and training for school level stakeholders, including teachers and headteachers.

- Rollout (training) of adapted refined content utilizing the refined delivery pathways for continuous support to fellows and schoolteachers.

- School-level stakeholder consultation to understand opportunities for cascading training to school teachers.

- Identification and refinement of Monitoring, observation, and measurement tools to evaluate student learning & well-being in targeted classes, analysis of assessment data, and drafting of reports on learning and well-being outcomes.

- Strengthen existing relationships with Ministries, Education Clusters, local implementing partners, parents, and communities, to scale solutions and deepen support for quality teacher professional development Co-development and co-engagement of local stakeholders in content mapping, identification of needs, and content co-creation workshops.

- Organize other officials' exposure visits to the intervention in the selected schools.

- Lesson learned sharing with the Education sector, and sector partners.

- Support in partner communication and ensuring deliverables.

Qualifications

- At least 5 years with NGO/INGOs. Working experience with the Education program in an emergency will be an additional value.

- Experience and skills in teacher training, and TPD design would be of value.

- Experience working with refugees and vulnerable groups of people.

- Experience working with the government education system.

- Understanding and sensitivity to the needs of people from a variety of backgrounds and cultures

- Cultural awareness and ability to build relationships quickly with a wide variety of people.

- Strong writing skills and speaking fluency in both English and Bangla

- Understanding of local dialect will be an additional value.

- Should be willing to travel to project areas (Camps & Hosts) on a regular basis.

- Cares about the mission and goals of the IRC.

Language Preference:

- Proficient in Bengali and English. Functional proficiency in the local dialect would be advantageous.

Specific Educational Qualification

Minimum bachelor’s degree from any field or the equivalent. Bachelor’s and/or Master’s degree in Education, Social Welfare, Sociology, Development Studies, and English will be preferable.
