OBJECTIVES OF THE PROGRAMME

The Division of Healthy Environments and Populations works to support countries to take sustained, systematic and effective action to reduce common risk factors for noncommunicable diseases and conditions (including injuries), address health risks caused by environmental factors, and support WHO stakeholders and countries to address the social and commercial determinants of health, in particular gender and inequity.

Healthy Ageing (AGE)

To support Member States to achieve the vision of healthy ageing in the Western Pacific where healthier older adults are thriving in and contributing to society​. Emphasis is placed on fostering social and health systems transformation towards healthy ageing. The unit advocates for early investment and a whole-of-society transformation, promotes cross-sectoral partnership on creating age-friendly environments, and facilitates knowledge exchange across countries. The unit also works with external partners to strengthen the evidence base for advocacy, multisectoral partnership, policy development, social and technological innovations. To assist countries in implementing the recommended actions outlined in the Regional Action Plan on Healthy Ageing, the unit produces technical guidance and materials.

DESCRIPTION OF DUTIES

The Technical Lead will lead WHO technical support and advocacy for countries in Western Pacific Region to take early actions to address and prepare for the needs of an ageing population.

1. Advocate for early actions for preparation for the needs of ageing population 1-1. Work with academia to develop a case for investment for early actions 1-2. Produce and disseminate the relevant information materials for advocacy 1-3. In collaboration with partners and Member States, advocate at senior levels for preparation for ageing population at high-level political forums such as the ASEAN (Association of Southeast Asian Nations), United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) and APEC (Asia Pacific Economic Cooperation)

2. Lead WHO technical support for Member States in Western Pacific on ageing 2-1. Support strategic country consultations, jointly with other DHP units, by analysing the disease burden, underlying risk factors to indicate areas to focus, building a strategic partnership and identifying opportunity to implement better support for older people’s health at community level 2-2. Support Member States to develop a plan and implement actions towards social transformation required for healthy ageing 2-3. Coordinate activities among all three levels of WHO to ensure consistency among global, regional and national-level guidance while customizing global and regional policy to each Member State’s needs 2-4. Support Member States to explore the solutions for future challenges with “try and learn” approach while managing the risk 2-5. Lead the dialogue with Member States to identify the future needs of Member States, as a result of demographic changes, social changes and innovation, in close collaboration with the Data, Strategy and Innovation (DSI) Group

3. Facilitate knowledge sharing among Member States 3-1. Work with universities and WHO collaborating centres on agreeing on priority research and data, which will benefit other countries in the Region 3-2. Support dissemination of available information across countries for mutual-learning 3-3. Lead the knowledge transfer among countries 3-4. Lead the iteration process between regional guidance, in-country implementation and feedback and

4. Other tasks 4-1. Facilitate the coordination of capacity-building 4-2. Recruit, develop and supervise staff 4-3. Manage the budget for activities in the team 4-4. Any other tasks assigned by the Director, DHP

REQUIRED QUALIFICATIONS

Education

Essential: Master’s degree or above in management, business administration and/or public health.

Experience

Essential: At least seven years of experience in public health, including significant experience in healthy ageing both at national and international level. Extensive experience in effective communication with governments, communities and technical experts. Desirable: International experience within WHO or other UN Organizations

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 75,602 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3037 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children
