The Technical Lead – Cash & Food Assistance will provide strategic leadership, technical expertise, and oversight in the design, implementation, and monitoring of cash and food assistance programs. The role will ensure that interventions are evidence-driven, accountable, and fully aligned with donor requirements, organizational policies, and international humanitarian standards.

Key responsibilities include leading program design, ensuring quality implementation, strengthening staff capacity, and enhancing monitoring, evaluation, and learning systems. The position will also support resource mobilization by identifying and pursuing new funding opportunities from WFP. In addition, the Technical Lead will foster strong coordination with field teams, local and international partners, donors, clusters, and other stakeholders to maximize impact, efficiency, and accountability in addressing food insecurity and emergency needs.

MAJOR RESPONSIBILITES

PROGRAM DESIGN & STRATEGY:

• Lead the design, planning, and implementation of cash and food assistance programs, ensuring they meet the needs of vulnerable

• Provide technical support in developing comprehensive program strategies, including assessments, program frameworks, and implementation plans.
• Ensure the integration of cross-cutting themes, such as protection, gender, and accountability, into the program design and delivery.

PROGRAM IMPLEMENTATION & MANAGEMENT;

• Oversee the effective and efficient implementation of cash and food assistance activities, ensuring timely delivery of food and cash transfers to beneficiaries in Sudan.
• Monitor and evaluate program progress, ensuring adherence to objectives, timelines, and budgets.
• Manage the operational aspects of food distribution, cash transfer mechanisms, and logistics, ensuring alignment with donor requirements and organizational policies.

DONOR AND STAKEHOLDER ENGAGEMENT:

• Ensure compliance with donor guidelines and reporting requirements, including regular updates on program progress, challenges, and results.
• Establish and maintain strong relationships with donors, partners, government agencies, and other stakeholders to facilitate coordination and collaboration.
• Lead and support the preparation of high-quality proposals, donor reports, and technical documentation to advance funding opportunities and program quality

TEAM LEADERSHIP & CAPACITY BUILDING:

• Provide leadership and guidance to the program team, ensuring effective coordination and collaboration.
• Mentor and build the capacity of staff and partners, ensuring they have the skills and knowledge to implement high-quality cash and food assistance programs.
• Promote a positive and collaborative work environment that fosters learning and professional development.

OTHER KEY RESPONSIBILITIES

• Monitoring, Evaluation & Reporting: Oversee the monitoring and evaluation of cash and food assistance programs to assess effectiveness, impact, and areas for improvement.
• Risk Management & Problem Solving: Proactively identify risks and challenges related to program implementation and propose mitigation strategies.
• Compliance & Quality Assurance: Ensure adherence to organizational and donor standards, policies, and procedures in the implementation of cash and food assistance programs.
• People Management according to WVS policies

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

• Minimum of 5 years’ experience at a senior level in Food and Cash Assistance programming in emergencies and development
• Minimum of 5 years’ experience in designing, planning, implementing, monitoring and evaluation of WFP/USAID programming.
• Proven track record for multi-sector program design and implementation in large and complex emergencies.
• Strong track record of successful coordination or management of large Food and Cash Assistance operations.
• Working knowledge of humanitarian codes, standards, principals, and ability to mainstream leading cross-cutting themes.
• Knowledge of child protection standards, principles and implementation.
• The person must be results oriented, good at public relations and able to promote a team spirit.
• The holder of this position must be a results-oriented leader who can manage and satisfy multiple tasks from competing organizational, donor and other stakeholder
• At least 5 years of valuable experience working in fragile and complex context
• Good knowledge and understanding of humanitarian and response work

Required Education, training, license, registration, and certification

Minimum a Bachelor's Degree in Development/Social Science, Agriculture, or any relevant field with a minimum five years’ experience at a senior level in Food and Cash Assistance programming in emergencies and development sector

Preferred Knowledge and Qualifications

• Strong project management design, accountability monitoring and evaluation skills preferred.
• Strong programming knowledge and experience on WFP GFA/Resilience models.
• Good knowledge on Commodity Tracking Systems and beneficiary’s database management.
• Must be analytical, innovative and self-managed leader.

Travel and/or Work Environment Requirement

• The position will be based in the field level dependent on visa issuance process
• 70% in Country
