Technical Programme Management and Reporting: 30% of time

  • Provide leadership in the development, review and Implementation of the Health Technical program.
  • Responsible for setting the technical standards to be adhered to by all implementing staff and partners.
  • In collaboration with the DME Team review and approve all the technical reports prepared from the field.
  • In collaboration with the Area Programme manager, ensure the Consolidation of annual/semi-annual National Report for the Health & Nutrition Technical Program.
  • In collaboration with the DME Manager, develop practical tools for monitoring and evaluation of the technical program.
  • Work with the field teams, the DM&E Manager and other Technical Programme Managers to compile quality annual progress report and the Child Wellbeing report for review and approval by the Senior Leadership Team (SLT).
  • Support the DME staff to set up a monitoring system in which all Health & Nutrition Target and indicators are integrated into the National Office DME framework.
  • Lead on any national and provincial level implementation of the technical programme, including managing national or provincial relationships with sectoral partners & government department.
  • Accountable for delivering the mutually agreed implementation plans across all relevant APs.
  • Support AP Managers to implement the technical program activities within their AP.
  • Review and monitor monthly and quarterly plans submitted by CPMs for timely and efficient implementation.

Budget management: 10% of time

  • Support Cluster program Managers and project leads to manage Sponsorship/grant budget within approved spending levels and ensure accurate and timely financial reports to donors and key management staff at World Vision.
  • Ensure supply and equipment procurement, acquisition, disposition, and management follow WV internal and donor requirements.
  • Ensure cash needs and monthly budget forecast is done accurately.

Enhanced National Office Capacity: 15% of time.

  • Contribute to the identification of Health & Nutrition programming capacity gaps of staff and partners at all levels and build and/or recommend sources for capacity enhancement.
  • Forge strong partnership with the sponsorship department in the realization of the sponsorship essentials of child participation and community led care and protection.
  • Establish mechanisms for influencing Government prioritization of the appropriate SDGs related to Health and Nutrition.
  • In close collaboration with the P&C ensure the right Programme staff are recruited and provided with the support, mentoring, coaching and capacity building to implement the health and nutrition Programme

Program Development and Grants Acquisition: 15% of time

  • Responsible for ensuring that the Health & Nutrition TP is adequately funded.
  • Responsible for working with the Area Program Managers to determine the funding deficit and needs of the various locations.
  • Work with the Resource Acquisition and Management Director to establish donor linkages, develop and market fundraising products (concept notes, Proposals, capacity statements, etc.) and acquire extra (non-sponsorship) financial support for the Technical Program.
  • Collaborate with the RAM team to grow grants for Health and Nutrition programming within World Vision Sierra Leone
  • Participate in proposal development process for pre- proposal, Proposal development and Post-submission.

Networking and coordination: 10% of time

  • Support the Partnering coordinator to build and regularly update a stakeholder mapping for the purpose of effective external engagement.
  • In collaboration with the partnering coordinator, select organizations for the purposes of external engagement for policy influencing, campaigning, resource acquisition and other relationships of mutual benefit at all levels.
  • Participate in Health & Nutrition networks/coalitions/ Technical working groups at all levels ensuring an agenda for health Systems strengthening is set for the protection of children from infection and disease especially the MVCs.
  • Provide technical support and monitor partners implementing.

Accountability and Learning: 20% of time

  • In collaboration with the Knowledge Management and Systems Manager Generate knowledge management products including evidence and impact of child-led advocacy and child led community change projects related to health programming.
  • Support DME and AP Managers to monitor and evaluate the Health and Nutrition Technical Programme and to generate the needed evidence for policy engagement.
  • Support the DME staff to set up a monitoring system in which all Health & Nutrition Target and indicators are integrated into the National Office DME framework.
  • Support the integration of Child protection into the Health and Nutrition Technical Programmes
  • Support the annual community review and planning meeting.
  • Support the set-up of a community feedback Mechanism and Ensure that clear Health & Nutrition programming information is provided in accessible forms to all stakeholders and support the collation and analysis of feedback and complaints that relate to the Health and Nutrition technical.
  • Programme.
  • Collate monitoring data on Technical Programmes and report to National Office Operations to inform CWB progress. Ensure effective reflection and learning across the technical programme.
  • Support technical programme evaluations as required.

Qualifications: Education/Knowledge/Technical Skills and Experience

  • Minimum Qualification and experience required master’s degree in Community/Public Health. with 5 years International Non-Governmental Organization work experience

Core capabilities:

  • Ability to write proposals and or lead a team in the acquisition of grants.
  • Understanding of WV’s Child Well-Being Outcomes, child-focused programming, Development Programme
  • Approach, and special priority for most vulnerable children.
  • Proven ability in designing, implementing, monitoring and evaluating child protection programmes.
  • Ability to develop and lead a capacity building and training strategy for Health programming (all staff project staff).
  • Ability to document good/best practice in health Programming.
  • Proven experience in managing community health and nutrition projects.
  • Project management and design experience, as well as project implementation and monitoring & evaluation
  • Excellent interpersonal, organizational, time management, demonstrated leadership and good management ability.
  • Experience in working with various major donors and government donor agencies.

Environment and Work Conditions:

  • Expected travel: About 40% of time will be allocated to travel to different APs for capacity building and monitoring will be expected. Another 10% of time will be needed for international travel. 50% of the staff time will be spent building strong strategic relationships, networks and doing external engagement and CP advocacy at the national level that will feed into regional and global Child protection work.
