UNEP is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the UNEP's Ecosystems Division is to support countries in conserving, restoring and sustainably managing their terrestrial, freshwater and marine ecosystems, the biodiversity they contain and the products and services they provide for human wellbeing and prosperity. It addresses the environmental causes and consequences of disasters and conflicts. The Nairobi Convention Secretariat is the Regional Seas Convention for the Western Indian Ocean region and administered by UNEP within the Ecosystems Division. UNEP administers the Nairobi Convention for the Protection, Management and Development of Coastal and Marine Environment of the Western Indian Ocean. The Contracting Parties to the Convention are Comoros, France (Reunion), Kenya, Madagascar, Mauritius, Mozambique, Seychelles, Somalia, South Africa and United Republic of Tanzania.

The position is located in the Nairobi Convention Secretariat. The Expert UNV will provide technical support in the implementation of the project to promote and ‘Intergraded Management of Marine and Coastal Resources of the Northern Mozambique Channel (NOCAMO). The project aims at the protection and the joint management of the northern zone of the Mozambique Channel covered by the exclusive economic zones of the countries of the region: Tanzania, Mozambique, Madagascar, Union of the Comoros, Seychelles and France.

Under the general supervision of the Head of Nairobi Convention Secretariat, and the direct supervision of the NOCAMO Project Coordinator, the incumbent is responsible for:

  1. Participate in the lead in the development and implementation of the project on integrated management of the marine and coastal resources of the Northern Mozambique Channel (NOCAMO project).
  2. Assist in the preparation of technical materials for detailed annual work plans for the project including drafting work plans for implementation of activities in the participating countries.
  3. Provide technical input into the development of proposals on demonstration projects in participating countries as specified in the NOCAMO project.
  4. Propose or suggest key trends and identify new or emerging issues to continuously enrich the substantive work on the NOCAMO project and links with ongoing initiatives in the Western Indian Ocean region.
  5. Assist in the design of substantive technical research, studies, and track progress in the implementation of in-country demonstration projects.
  6. Review and advice all technical reports prepared for the implementation of the project
  7. Collaborate in managing the flow of technical information, review and substantively respond to requests for advice on technical matters, data and information related to the NOCAMO project.
  8. Facilitate in sharing lessons learnt and best practices arising from the implementation of the NOCAMO project within country and also with participating countries.
  9. Provide technical linkage between Marine Spatial Planning (MSP) activities within the projects under the Nairobi Convention and its partners.
  10. Provide technical support to ongoing initiatives with Northern Mozambique Channel on Nairobi Convention’s implementing partners activities.

The Republic of Kenya is an equatorial nation on the coast of East Africa, neighboring Somalia, Ethiopia, Sudan, Uganda, Tanzania, and the Indian Ocean. Kenya has two levels of Government; National Government and 47 sub-national Governments called Counties. Counties are further divided into sub-counties. Kenya is a multi-party state with Executive, Legislative, and Judicial branches. Kenya’s population of more than 47.6 million is growing at an annual rate of 2.2%. The country’s GNP per capita estimated at purchasing power parity (PPP) is $975, and the GNP is growing at an average rate of 0.1% annually. More than 26% of Kenya’s people live below the international poverty line of $1 per day. Kenya’s main food crops are “maize, wheat, pulses, roots and tubers.” (FAO).

Nairobi is a modern metropolitan city where most basic goods and services, health facilities, public transport, telecommunication and banking services and educational facilities are readily available. The city is widely connected through its main airport, Jomo Kenyatta International Airport and the smaller Wilson Airport. Air transport is also available to many up country destinations. The city is home to some 3,000 UN personnel mainly attributed to the fact that it serves as the headquarters for both the UN HABITAT and UNEP.

The socio-economic and cultural background of the immediate society the UNV would be living and working in is diverse and prevailing security conditions at the place of assignment is modest. The topographic and climatic features of the assignment location is highland cool and warm tropical climate.
