You have:
- University degree in education or social sciences, master’s degree preferred.
- Five years of experience working in CBE and formal education system, community mobilization, female participation and conflict resolution.
- Excellent Dari and Pashto; written and oral English language communication skills.
- Knowledge of community structure, dynamics and development.
- Knowledge of the value of education in Islam, child development, and current education trends in Afghanistan.
- Strong teaching learning material development skills.
- Strong training and on-the-job support skills.
- Ability to regularly travel to the provincial offices and target communities.
Job Description
Responsibilities:
- Prepare and oversee yearly plans for the IRC education technical and community mobilization activities for all provinces; ensure that sufficient resources are allocated, and the planned activities are effectively performed. - Oversee the quality of teacher trainings, TLCs and community mobilization through the level of community participation and suggest effective solutions for improvement. - Train the provincial community mobilizers and provide ongoing support in the community mobilization approaches, training of School (Shura) members and documentation of activities. - Develop and conduct new or refresher trainings for the education staff, as necessary. - Perform regular field visits to the provincial offices and randomly selected communities to ensure quality community participation - Ensure that the project classes are established and maintained according to the MoE CBE policy and there is a sound plan for handing over to MoE at the end of the project. - Ensure reasonable gender mainstreaming with regards to students, teachers and School (Shura) members through effective community mobilization strategies. - Development and reviewing of education technical material to make sure technical efforts implementing smoothly - Maintain regular connection with the MoE relevant departments for issues related to the CBE and community participation. - Guide the provincial community mobilizers in building the capacity and cooperating with the MoE Provincial CBE Officers. - Promote the institution of School (Shuras) and school clusters as sustainable and effective mechanisms for management of the community-based schools. - Work with the sr. technical education manager and technical team to identify and strengthen areas of mutual enforcement in order to achieve greater learning outcomes and quality learning environment. - Promote the achievement of INEE minimum standards, especially the community participation. - Collect and analyse data and reports related to the community mobilization activities from the provinces and prepare consolidated reports. - Conduct/assist with evaluations and case studies for identifying best practices and lessons learned to improve the overall quality of education programming.

Coordination:
- Provide technical support to the education team in meeting the projects deliverables - Coordinate with the other education team for matters of teacher training and community mobilization - Attend forums and meetings of the project and the CBE/EiE WG meetings overall in Kabul.

Other Responsibilities:
- Attend and participate in training identified/organized by your supervisor - Abide by IRC personnel policies and regulations; follow any new procedures and guidelines introduced in circulars from Country Office - Report any violations of the IRC Mandatory Reporting Policy. The reporting of violations is an obligation on the part of all staff members. - Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of beneficiaries by IRC and other humanitarian workers. - Perform any other duties assigned by your supervisor or Kabul main office
Qualifications
