Job Purpose:

World Vision is seeking a Technical Director for an anticipated multi-million-dollar project titled, “Strengthening immunization program implementation in sub-national consequential geographies,” which is funded by the U.S. Centers for Disease Control and Prevention (CDC). The aim of this program is to provide immunization services (identify and vaccinate zero- and under-dose children, support polio eradication, measles mortality reduction and regional measles and rubella elimination, hepatitis B and maternal and neonatal tetanus elimination, and other vaccine-preventable diseases surveillance); support global laboratory networks for polio and measles/rubella; support planning and implementation of supplemental immunization campaigns; and support the strengthening of immunization delivery systems and capacities in high priority countries.

The Technical Director will ensure the successful implementation of the CDC-funded project to identify and vaccinate zero and under-dose children, support polio eradication, measles mortality reduction and regional measles and rubella elimination, hepatitis B and maternal and neonatal tetanus elimination, and other vaccine-preventable diseases (VPD) surveillance; global laboratory networks for polio and measles/rubella; planning and implementation of supplemental immunization campaigns; and strengthening of immunization delivery systems and capacities in high priority countries.

Reporting to the Senior Director, the Technical Director is responsible for providing technical supervisory and management support to the project. S/he sets standards for technical/immunization issues and provides overall technical/clinical support to the program. As a member of the project’s Senior Management Team, she/he will promote an atmosphere of trust and mutual respect, and help carry out our Christian organization’s mission, vision, and strategies.

S/he provides oversight of coordination; monitors program clinical and immunization implementation; maintains relationships with project partners and key stakeholders in project clinical/immunization implementation; contributes to development of annual country operation plan (COP) submission, supported countries’ health system strengthening, strategic plans and reports; develops/utilizes systems to track program technical quality. The primary function of this position is to strengthen the technical/clinical capacity of supported countries and ensure quality service provision.

The Technical Director will primarily be responsible for the technical/immunization strategy and implementation of the project. S/he will support the Senior Director in communication with supported countries, development of the Country Operating Plan (COP), planning annual targets, and ensuring appropriate use of resources. The Technical Director will also coordinate the technical, laboratory, and immunization services to supported countries. S/he will assist identify areas of concern within the project and work with the program team to find viable solutions. S/he supervises and mentors' technical teams. S/he will work with the MEL team to ensure continuous quality improvement. The position will work closely with the Project Administration and Compliance Director to ensure that the budget corresponds to and reinforces supported countries’ activities.

The position will be based in Kinshasa, DRC. Recruitment is contingent upon successful award of the project. Selection of the final applicant is subject to CDC approval. The project is anticipated to begin in June 2024.

Major Responsibilities:

• Keep Christ central in individual and corporate life. Actively participate in and contribute to the spiritual disciplines of the organization (Christian conduct, devotions, chapel, prayer, worship); incorporate WV Core Values into decisions within scope of role.
• Provide expert technical guidance and oversight to reach children in project regions with routine immunizations, build the capacity of health systems, and strengthen infectious disease surveillance. Leads the design of technical strategies and project work plans. Stay abreast of new policy recommendations, emerging evidence, best practices, technical and programmatic developments, and data sources.
• Review and develop recommendations for programming. Cultivate and strengthen strategic partnerships and collaborative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions. Liaise with host government officials, local communities, and other organizations as appropriate.
• Research new funding opportunities and develop and write funding proposals for assigned program. Contribute to a learning environment for effective program delivery and results. Support the MEL Director to conduct effective project reporting, evaluation, and communication systems. Submit timely accurate, and professional program reports that meet.
• Organize and direct the work of local staff and short-term advisors. Provide supervision, training, and performance appraisals. Effectively communicate donor requirements to appropriate World Vision Partnership staff.
• Lead the development, technical writing, and dissemination of relevant technical briefs and knowledge products. Evaluate program effectiveness and determine corrective action needed to improve goal achievement by participating and conducting collaboration, learning, and adaptation activities.
• Conceptualize, convene, and present at relevant technical consultations, webinars, and other virtual or in-person engagements internally and externally. Support virtual and onsite visits to monitor field activities, as needed.
• Establish leadership and personal credibility to implement and maintain a clearly understood chain of authority and accountability. Develop and maintain an adequate human resource plan consistent with WV policies, donor requirements, and local laws. Ensure proper technical capacity of staff to manage complex projects.
• Maintain awareness of corporate goals, objectives, organizational announcements, and activities. Reference and follow organizational policies and procedures, seeking clarity as needed.

Education, Experience, Qualifications:

• Bachelor's degree in related field required. Master's degree or PhD preferred.
• A minimum of 8-10 years of experience in the specified sector to include assessment, evaluation, and design of projects required.
• Experience in health program implementation in fragile/conflict settings including experience in health systems strengthening, immunization, surveillance, supply chain management, and community mobilization.
• Experience as a chief of party of senior expert advisor required. Experience overseeing of multi-country program from remote location. Proven ability to manage technical assistance teams.
• Knowledge of and familiarity with U.S. Government international assistance program requirements, preferably USAID, CDC, and/or other bilateral funding agencies.
• Experience managing subgrants and contracts under grants for complex projects.
• Proven ability to manage all aspects of grant and contract administration, and technical assistance staff with a commitment to teamwork.
• Experience overseeing multi-country program from remote location.
• Experience in remote management of multi-country program.
• Proven ability to manage technical assistance teams.
• Knowledge of and familiarity with U.S. Government international assistance program requirements, preferably USAID, CDC, and/or other bilateral funding agencies.
• Experience managing subgrants and contracts under grants for complex projects.

• Travel: Ability to travel about 30%
