You have:
- Master degree preferably with a Master’s in Public Health or Development Studies or related field.
- 5 to 8 years relevant experience, at least 3 years in the humanitarian settings.
- Excellent spoken and written Bangla and English.
- Familiarity with the issues around water, sanitation and hygiene related issues and behaviours.
- Familiarity with protection issues in WASH, Gender & other cross cuttings issues (PSEA, Safeguarding, CFRM & inclusion in WASH and accountability to affected persons programming).
- Experience in the RANAS methodologies, CCC_PLTH and child-focused approaches.
- Excellent coordination capacity with individuals, community group representatives, NGOs, WASH officers, and government officials.
- Ability to work in and contribute to team building environment.

Job responsibilities:
With the support from WASH Program Manager, the incumbent is expecting to show the technical and civil engineering expertise to improve the WASH services including but not limited to the water distribution network, solid waste management sites and FSMs in line with UNCEF LTA and strategic programming priorities as defined by the WV Bangladesh Refugee Crisis Response (BRCR) Program. S/he will also closely work with different internal and external stakeholders and will serve as the secondary sector contact person to the different WASH Technical groups, donors, and local government entities.
Key Deliverables:
- Ensure effective operation, maintenance, and construction of water and sanitation systems (e.g., water networks, latrines, boreholes).
- Uphold technical quality and compliance with humanitarian standards in WASH hardware design and implementation.
- Monitor sub-contractor performance and address technical risks or issues.
- Conduct technical assessments and surveys to inform project interventions.
- Submit timely narrative and progress reports to management and donors.
- Support the development of country strategy, project proposals, and donor submissions.
- Establish and maintain partnerships with government bodies (DPHE), UN agencies, and other NGOs.
- Represent the organization in technical working groups, coordination forums, and review meetings.
- Recruit, train, and manage WASH staff, including engineers and community mobilizers.
- Oversee daily team operations, logistics, and personnel management in line with organizational policies.
- Manage WASH budget planning, expenditure tracking, and financial reporting.
- Ensure proper usage, servicing, and replacement of WASH-related equipment within budget constraints.
Key Responsibilities:
Technical Support:
- Be responsible for operation and maintenances of WASH infrastructure that may include, but are not limited to: Construction or rehabilitation of water networks, gravity flow systems, wells or boreholes, Implementation of latrines or other sanitation facilities.
- Ensure appropriate design, construction and implementation of WASH hardware according to technical standards, as well as proper maintenance and use of WASH equipment.
- Develop technical guidelines, management tools, positioning documents
- Identify and monitor risks, constraints or escalating issues, and inform the hierarchy accordingly.
- Monitoring of sub-contractor work as and when required
Program Management:
- Ensure technical assessments and surveys conducted, data analysed and suggestions made for appropriate interventions as needed.
- Timely submission of narrative reports to line manager on project progress, program team and donors
- Contribute to the development of the country strategy, new projects and/or donor proposals.
Partnership, Networking & Advocacy:
- Maintain and create strategic partnerships and networks with DPHE/Government, UN agencies, and other NGOs.
- Actively participate in the technical working group and ensure that World Vision is represented in coordination forums and review meetings.
Staff Management:
- Recruit, train, and manage WASH engineers/associate and Community Mobilisers.
- Manage day-to-day logistics, administration, and personnel activities (including any local, contracted personnel/daily labor) in accordance with national law and organizational guidelines.
Financial Management:
- Plan and manage the WASH budget, and control/authorize expenditure.
- Ensure the careful use, regular servicing and appropriate replacement of all equipment, within budgetary constraints, for the assigned project(s).
Educational Qualifications: Bachelor Degree in WASH related subject (civil engineering, urban planning and design, geology etc.)
Knowledge & Skills:
- Familiarity with GIS, data analysis software and water modelling software preferred.
- Familiarity with protection issues in WASH, gender & Inclusion in WASH and accountability to affected persons programming
- Familiarities of using Kobo/other online survey tools and methods of data collection.
- Excellent coordination capacity with individuals, community group representatives, NGOs, WASH officers, and government officials.
- Knowledge of the UN system and the humanitarian community
- Excellent spoken and written Bangla and English.
- Must be ready to work in a multi-cultural environment
- Appropriate communication skill and approachable
- Must have no history of violation of children rights
- Cross-cultural sensitivity, flexible worldview, emotional maturity and physical stamina
- Ability to work in and contribute to team building environment
Experience: Minimum of 2-3 years’ work experience, ideally in the field of WASH in humanitarian settings and previous experience working for an INGO
Work Environment: Must be able to do multiple tasks and willingness to travel in various locations of BRCR as required.
Salary: Negotiable
Availability: Candidates with immediate joining availability will be given preference. Workplace: On-site (office-based) Employment Status: 6‑month contractual position, with the possibility of extension subject to donor approval.
