Organizational Setting

The Project REDESER - Reversing Desertification Process in Susceptible Areas of Brazil: Sustainable Agroforestry Practices and Biodiversity Conservation, aims to contribute to the mitigation of the effects of degradation of natural resources, especially forests, biodiversity and water resources, thus contribute to poverty reduction and improve quality of life in areas susceptible to desertification process in Brazil.

Technical Focus

The Technical Coordinator of the Project REDESER will coordinate all activities aimed at the implementation of the project, working in the five components. He will also be responsible for financial planning and management, daily management, technical supervision and for maintaining institutional relations (institutional arrangement and decision-making mechanisms, adopted by the project), always acting in coordination and under the general supervision of the FAO Representative in Brazil, the National Director of the Project / Ministry of the Environment and the Leading Technical Director of FAO (LTO) and in close coordination with the Head of the FAO Brazil Program Unit and the GEF Project Task Manager (PTM) at FAO Brazil .

Tasks and Responsibilities

In the above coordination and supervision context, the Technical adviser will perform the following tasks, among others that may arise during the implementation: •Coordinate the execution of the technical and administrative activities of the cooperation project with the Project Component Coordinators (CCPs); •Guide project partners in the planning and implementation of project-related activities, preparation of the Annual Work Plan and Budget (AWP / B) within the framework of the PRODOC; •Develop and Implement the 2022-2023 Annual Work Plan and its Budget as it´is agreed in the next Steering Committee meeting; •Monitor partner physical and financial execution, through regular field supervision visits, on-site guidance to the Partners technical staff and the establishment of a permanent communication channel; •Monitor project risks according to the risk matrix (Appendix 4 of the Project) and ensure that mitigation or adaptive management measures are being applied or that alternative mitigation measures are in place; •Prepare Annual Project Implementation Review draft (PIR) to be finalized by the LTO and approved by the Steering Committee and the FAO Representative in Brazil and submitted to the FAO / GEF Coordination Unit; •Prepare the Project Progress Reports (PPRs) and the Final Report (TR) in coordination with the project team and submit them for consideration and review by the LTO, the Project Steering Committee and the Project Task Force; •Seek from Project Partners information on in-kind and cash co-financing provided by co-financiers and any other partners not provided for in the Project Document, in order to report in a progress report, assess participation and propose adjustments to the project process; •Support, upon requested, the organization of mid-term and final evaluations; •Conduct, in cooperation with the component coordinators the agreed contracts for the implementation of the project activities, as well as coordinate the review and approval of the terms of reference and technical specifications, suggesting changes, if necessary, according to the corresponding contracts; •Coordinate the work plans of the other consultants hired for project implementation; •Plan, organize and attend in meetings of the Steering Committee and the Project Management Unit (UGM); •Take the necessary steps to facilitate Project´s development and achievement of results, through inter-sectorial agreements and partnerships with the local and national government sector, including the private sector; •Ensure technical compliance with the project's goals, based on the monitoring and evaluation (M&E) component. •Apply the monitoring and evaluation plan prepared by the M & A; •Coordinate the implementation of the project's communication strategy and institutional strengthening activities. •Coordinate the hire process (procurement and staff hire), including prepare Terms of Reference, selection process and proposal analysis. •Incorporate into the execution of all activities, the gender and environmental safeguards plan proposed by the Project.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum requirements

• University degree and preferably postgraduate in the areas of administration, agrarian, forestry, environmental or economic sciences. • At least 05 years of professional experience in managing international cooperation projects. Experience in projects developed in the Caatinga / Semi-arid region, preferable. • Working knowledge (level C) of Portuguese, basic knowledge (level A) of English or Spanish would be an asset. • Brazilian Nationality.

Technical/Functional Skills

• Knowledge and experience in results-based management, budgeting and execution, preparation of technical and financial reports and M&A; • Proven ability to work with technical and managerial staff from governmental and non-governmental institutions, on different levels of hierarchy, adding capabilities for the results of projects and programs; • Ability to prepare clear, objective and concise reports in accordance with United Nations standards; • Proven ability as a team leader and team builder; • Excellent oral and written communication skills; • Experience in executing and evaluating the FAO project, desirable.
