Result of Service The main objective of the position of the Technical coordination advisor is to provide strategic and technical advice to the National Project Coordinator in Honduras and the UNEP Task Manager to ensure effectiveness during the planning and implementation of activities to be carried out within the framework of the project Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras, as set out in the Funding proposal approved by the Green Climate Fund.

The Technical coordination advisor will contribute to the execution of the following activities included in the project:

  • 1.1.5 Organise periodic meetings (at least one per year) at political and technical level (e.g. technical task force groups) among the different governmental institutions in charge of adaptation policies and measures to collectively review and monitor the results of the adaptation actions implemented under their institutions (using data under 5.1) and monitor the progress made achieving the goals established, and if needed use the inputs to redirect the adaptation planning strategies.
  • 1.3.5 Organise annual participatory meetings of relevant stakeholders to present the state of art of the National Adaptation Plan and Adaptation NDC and the progress made to achieving the goals established by the country.
  • 5.1.4 Perform data analysis and periodic reports of the progress made through the implementation of the National Adaptation Plan and use the inputs to decision making under 1.1.4.

In addition, the Technical coordination advisor is expected to assist the National Project Coordinator and the Project Management Unit in the development and implementation of other project related activities, including but not limited to attending national, regional and local meetings, as required.

For the effective implementation of the activities aforementioned, the Technical coordination advisor will perform the following tasks:

● Propose planning, tracking and management tools to ensure the effective planning and implementation of activities to be carried out within the project, while promoting the delivery of high-quality technical deliverables (activity 5.1.4). ● Lead the tracking and monitoring of the progress made on project activities; identify barriers, challenges and opportunities; propose corrective measures to overcome operational or technical constraints; identify lessons learned and provide recommendations for decision making (activity 5.1.4). This includes the use of sex-disaggregated indicators and gender-based monitoring frameworks to evaluate project results (when applicable). ● Contribute to the preparation of semi-annual and annual reports, as well as other management and progress reports such as the inception report, required by the Green Climate Fund, UNEP and the Project Steering Committee in the appropriate formats and according to the procedures of UNEP and the Secretariat of State for Energy, Natural Resources, Environment and Mining of Honduras (activity 5.1.4). ● In collaboration with the Project Management Unit (PMU), prepare the short, medium, and long-term agenda of the NAP as well as the annual operational plan, implementation and procurement plan and any other strategic planning instruments for the NAP Project. ● Develop strategic approaches to guiding the implementation of the NAP project and the interaction with the country authorities at the level of Ministries, and especially, at the level of the National Reconstruction team. ● Suggest and take strategic approaches for the NAP Honduras project at the level of priority sectors and in alignment with the NDC. ● Advice the NAP team in the strategic planning to advance the establishment and operationalization of the Adaptation Technical Working Group. ● Support the technical revision of activity reports of each consultant and associated deliverables. ● Maintain fluent communication with the Project Management Unit and UNEP National Adaptation Plan Task Manager; and support the coordinated work of the team, by arranging team meetings, proposing strategic talking points, preparing inputs for meetings and presentations. ● Advice the National Project Coordinator and the UNEP Task Manager to plan, manage, coordinate and execute the daily activities of the project, such as workshops, field trips, consulting missions and technical reports as indicated in the proposal document, ensuring that the vision and values of the United Nations are respected, particularly in matters of sustainable development, gender equality and climate resilience. ● Contribute to organizing periodic meetings (at least one per year) at political and technical level (e.g. technical task force groups) among the different governmental institutions in charge of adaptation policies and measures to collectively review and monitor the results of the adaptation actions implemented under their institutions and the progress made achieving the goals established, and if needed use the inputs to redirect the adaptation planning strategies (activity 1.1.5). ● Contribute to organizing periodic meetings (at least one per year) of relevant stakeholders to present the progress made in the project execution and results obtained, the state of art of the National Adaptation Plan, the Adaptation NDC and the progress made to achieving the goals established by the country (Activity 1.3.5). ● Prepare support materials such as PowerPoint presentations, briefing notes, and summary reports for project meetings, workshops and trainings. ● Support the coordination of the project in the management of knowledge, systematization of information, elaboration of documents: Actions of revision, edition, and publication of documents. ● Follow-up and review project deliverables, providing technical guidance and recommendations to overcome challenges, promoting high-quality deliverables are completed in a timely manner. ● Assist the Project Management Unit and the UNEP National Adaptation Plan Task Manager in any other support services as requested, to ensure smooth operation of daily activities and proper management of the unit’s resources.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP, through its Latin America and the Caribbean Office located in Panama City, works closely with the 33 countries of the region - including 16 Small Island Developing States - with a population of about 588 million people, to implement the Agenda 2030 for Sustainable Development and its Sustainable Development Goals (SDGs), the United Nations Framework Convention on Climate Change (UNFCCC) Paris Agreement and the priority actions defined in countries’ Nationally Determined Contributions (NDCs). The office works to serve the needs of the region and its activities are integrated into the Medium-Term Strategy and the Programme of Work approved by the United Nations Environment Assembly (UNEA).

In terms of supporting countries in the region attain the global commitments signed within the framework of the Paris Agreement, UNEP’s Latin America and the Caribbean Sub-programme on Climate Change aims at strengthening the ability of countries to move towards climate-resilient and low emission strategies for sustainable development and human well-being. In this framework, the UNEP Sub-programme on Climate Change, through its Climate Change Unit leads and supports several initiatives oriented at designing, promoting and implementing innovative mitigation and adaptation solutions at the national and subnational level, and strengthening the transparency framework of the countries.

The expected accomplishment regarding climate change adaptation is that adaptation approaches, including the ecosystem-based approach, are implemented and integrated into key sectoral and national development strategies to reduce vulnerability and strengthen resilience to climate change impacts. Furthermore, UNEP’s Sub-programme on Climate Change is also committed to ensure that cross-cutting issues such as gender equity and women’s empowerment are effectively integrated in the development of its tasks to guarantee equitable development in line with its adaptation objectives.

In this context, the Secretariat of State for Energy, Natural Resources, Environment and Mining (MiAmbiente) of Honduras and UNEP, have agreed on the implementation of the project Enabling environments to effectively plan, implement, monitor and report strategic National Adaptation Processes in Honduras framed within the Readiness program of the Green Climate Fund (GCF).

The main objective of the project is to build sustainable country capacity and strengthen stakeholder engagement to plan, finance, implement, monitor and report strategic national adaptation processes and communicate knowledge about climate change adaptation.

The project seeks to achieve its objective through the following outcomes: - Country institutional and technical capacity, and stakeholder engagement strengthened. - National adaptation strategic planning strengthened. - Financial flows and investment for adaptation measures under the National Adaptation Plan (NAP) and NDC fostered. - Knowledge management strengthened. - Adaptation transparency framework strengthened.

To fulfill the objectives of the project, the UNEP Latin America and the Caribbean Office is recruiting a Technical coordination advisor to provide strategic and technical support and inputs to the National Project Coordinator and the UNEP Task Manager in the delivery of several activities related to adaptation planning, including support to prepare project agenda and operational plans, track and monitor the progress made on project activities, organize periodic meetings relevant for the NAP project. Additionally, the Technical coordination advisor will provide operative and technical inputs for the different processes needed for the NAP project.

The Technical coordination advisor will operate under the overall supervision of the Adaptation Program Officer at the UNEP Latin America and the Caribbean Office, and will assist the National Project Coordinator in the execution and monitoring of the project. Additionally, he/she will work in close collaboration with the Climate Change Directorate of the Secretariat of State for Energy, Natural Resources, Environment and Mining (MiAmbiente) of Honduras and other national consultants and government and non-governmental counterparts.

The Technical coordination advisor is expected to work at the Secretariat of State for Energy, Natural Resources, Environment and Mining (MiAmbiente),Tegucigalpa, Honduras.

Qualifications/special skills Academic Qualifications: ● First level university degree (Bachelor’s Degree) in environmental engineering, forest engineering, environmental sciences, climate change, sustainable development, natural resources management, agronomy, development studies, international cooperation, politics, economics or a closely related field is required. ● Master’s degree in environmental sciences, climate change, sustainable development, natural resources management, development studies, international cooperation, politics, economics or a closely related field is desirable.

Experience: ● A minimum of 5 years of relevant work experience with developing countries on climate change, natural resources management and/or sustainable development is required. ● Demonstrated experience in the elaboration, preparation and design of reports and official documents from technical and high-level meetings as well as from the review of primary and secondary data is desirable. ● Experience in project implementation, monitoring and/or evaluation is required. ● Previous experience working with national or local government entities in Honduras is required. ● Previous work experience and knowledge about climate change adaptation is required. ● Previous work experience working in projects of international cooperation or with international organisations will be an asset. ● Demonstrated work experience in the organization and implementation of small to medium size events is an asset. ● Experience in the preparation of operational, strategic or procurement plans will be an asset. ● Experience in stakeholder engagement will be an asset ● Knowledge of UNEP policies, procedures, and practices will be an asset.

Language: ● Excellent written and oral communication skills in Spanish (fluent). ● Fluency in English is desirable.

Skills: ● Excellent management of computer tools (Microsoft Windows operating systems) and office automation (Microsoft Office: Word, Excel, PowerPoint), Internet Explorer, collaborative platforms (i.e. Teams, Google Drive) and virtual meeting platforms (i.e. Webex, Zoom, etc.). ● Ability to communicate complex issues in a language and format that is appropriate to specific target audiences. ● Ability and willingness to travel to urban and rural regions of the country. ● Excellent interpersonal communication skills, and abilities in stakeholder engagement and public relations. ● Excellent political, advisory and facilitation skills. Ability to facilitate technical discussions and participatory processes with multiple stakeholders in multicultural environment. ● Technical leadership and understanding of climate change adaptation concepts, principles and policies. Ability to provide guidance on climate change adaptation, especially as it relates to development planning.
