Background

Background:

UNDP has been supporting the Ministry of Environment, Forest and Climate Change in meeting its national and international environmental priorities and commitments. These include close to 40 projects in the area of biodiversity conservation, sustainable resource management, climate change and chemical management. UNDP’s support focusses on technical and policy advisory, institutional strengthening and building capacities of various stakeholders to utilize natural resources in a sustainable way, while increasing resilience to climate variability and associated risks and impacts. UNDP also supports India’s engagement with the Global Environment Facility (GEF) and works with Central Ministries and state governments to implement GEF financed projects.

UNDP India along with the Ministry of Environment, Forest and Climate Change, is developing two GEF-financed projects entitled, “Sustainable management and restoration of degraded landscapes for achieving Land Degradation Neutrality” and “Strengthening institutional capacities for securing biodiversity conservation commitments”. The projects aim to support the Government of India in achieving its national priorities and global commitments under various multilateral environment agreements.

The incumbent may be required to travel to project locations across India as required under the assignment.

Objectives of the Assignment

UNDP seeks to engage a Technical Consultant – Communications and Knowledge Management, for developing communication strategy and action plan for the “Sustainable management and restoration of degraded landscapes for achieving Land Degradation Neutrality” and “Strengthening institutional capacities for securing biodiversity conservation commitments” projects. The Consultant would also support the EER Unit in developing knowledge products under various thematic areas such as Biodiversity, Climate Change, Sustainable Land Management and Energy.

Duties and Responsibilities

Duties and Responsibilities:

  1. Develop and finalize the communication strategy and action plan for projects entitled, “Sustainable management and restoration of degraded landscapes for achieving Land Degradation Neutrality” and “Strengthening institutional capacities for securing biodiversity conservation commitments”.
  2. Support implementation of EER Portfolio’s communications strategy and plans by conducting various communications-related activities, producing communications products
  3. Develop short stories/best practice stories and articles to be published in newspapers/magazines/online platforms;
  4. Developing and editing the content of information and promotional materials, including press releases, press kits, promotional leaflets, brochures, information packages, including cooperation with a graphic designer on their layout and graphics;
  5. Develop periodical and ad hoc reports on communications activities, including media analysis.

Required Skills and Experience

QUALIFICATIONS:

Education:

University Degree in Communication, Social Sciences or related field

Experience:

  • Atleast 2-3 years of experience in communications and related activities in development projects or with international development agencies.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Language:

  • Excellent command in written and spoken English.

Documents to be submitted:

  • Detailed CV with contact details of three references;
  • Publications related to climate risks, nature-related financial disclosures etc.

Evaluation Criteria:

Individual consultants will be evaluated based on the following methodologies i.e. cumulative analysis.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive;
  • Having received the highest score out of a predetermined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%;

Financial Criteria weight - 30%.

Short-listing would be done based on the following criteria:

  • Relevant Experience:50 Marks Qualification:20 Marks
  • Financial: 30 Marks

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Financial Proposal:

Technically qualified consultants will be requested to submit their lump sum rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
