STANDARD MINIMUM QUALIFICATIONS

Education:

  • University degree in Economics, Statistics, International Development, Public Policy, Public Administration, Public Health, Demography, Social Sciences or other relevant fields
  • Master’s degree in related fields is preferred.

Language:

  • Fluency in oral and written English and Spanish (level C) is mandatory.

ORGANIZATIONAL CONTEXT

These jobs are found in Regional Bureaux (RBs), Country Offices (COs), Area/Field Offices (AOs/FOs). The job holders typically report to a Programme Policy Officer or Head of Field Office. At this level, job holders are responsible for technical work including the planning, implementation and co-ordination of activities that require thorough understanding of programme/project context, issues and ability to apply a range of guidelines/practices. They independently handle a wide range of specialized programme or policy support activities and may be involved in analytical work. Work performed typically has a substantial impact affecting other parts of the programme. Job holders demonstrate initiative in the identification and resolution of a wide range of issues/problems, and effectively handle unforeseen situations. They may act as technical focal points in the area of vulnerability assessment and analysis. Job holders set objectives, resolve wide-ranging issues and unforeseen problems, supervise and coach a team of support staff within an area of responsibility.

JOB PURPOSE

The objective of the consultancy is to provide support to the Guatemala Office in the coordination and implementation of research initiatives related to integrated resilience building programmes. The incumbent will join the Programme unit’s team in Guatemala City under the direct supervision of the Programme Policy Officer for Resilience (Activity 4).

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Support the development of resilience projects and activities, plans and processes, ensuring alignment with WFP CSP 2021 – 2024, WFP Global Policies and other guidance.
  2. Coordinate new and emerging research related to integrated resilience programming
  3. Under the guidance of the Programme Policy Officer for Resilience, support internal and external mixed-methods research, including – but not limited to – impact evaluations, literature reviews, landscape scans, and stakeholder analysis
  4. Prepare data collection plans and support—technically and logistically— the collection of data using quantitative and qualitative methods (e.g., surveys, focus groups, in-depth interviews, and secondary data collection) for integrated resilience programmes.
  5. Contribute to the design of study plans, development of questionnaires or other data collection instruments, and implementation of studies.
  6. Foster and maintain strategic partnerships with key stakeholders, including coordination with local authorities, the WFP Country and Sub Offices, external partners, Cooperating partner, donors etc.
  7. Support data cleaning and analysis and provide technical and contextualized input for the interpretation of data.
  8. Generate programmatic & policy recommendations based on findings
  9. Plan, organize and coordinate field missions, workshops, trainings, summits, etc. as required.
  10. Contribute to the preparation of research reports, academic journal articles and other documents and reports as needed
  11. Support knowledge management activities in coordination with WFPs Communications Team, including preparing presentations blogs and contributing to social media etc.
  12. Support the dissemination of research to internal and external audiences, including donors, practitioners, policymakers, community members, and WFP staff
  13. Contribute to managing partnerships with NGOs and other civil society actors through the coordination of FLAs and MoUs within the scope of resilience projects.
  14. Contribute to implementing partners’ capacity strengthening in WFPs processes, tools, formats, etc.
  15. Other tasks as required.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

At least 5 years of postgraduate progressively responsible professional relevant experience. Including:

  • Working knowledge of impact evaluation techniques, statistics and quantitative and qualitative methods.
  • Strong research and analytical skills and the ability to apply these skills in program and project management, new programmatic initiatives, knowledge management, and outreach and dissemination (journal articles, publications, etc.).
  • Prior experience with program design, project or grant management, budget development and/or financial analysis in the international development sector preferred.
  • Prior experience contributing to the development of competitive proposals, concept papers and/or donor and partner relationship.

TERMS AND CONDITIONS

A Special Service Agreement (SSA) at level 7 for 11 months.
