This assignment is part of UNICEF´s Mexico programmatic work in early childhood education (ECE), established as a priority in the Country Programme Document under output 2.1 (https://sites.unicef.org/about/execboard/files/2019-PL6-Mexico_CPD-ES-ODS.pdf).) UNICEF Mexico is working collaboratively with the Ministry of Education and other governmental institutions to enhance both coverage and quality of the two levels of ECE in Mexico: initial and preschool education. As part of UNICEF´s mandate as an emergency fund, it has also developed a working agenda to secure education in emergency situations for young children and recently migrant children. UNICEF’s work with regard to ECE contributes to the accomplishment of SDG target 4.2 “By 2010, ensure that all children have access to quality early childhood development, care, and pre-primary education so that they are ready for primary education”.

How can you make a difference?

  • Provide technical support to identify bottlenecks and solutions for the accomplishment of the planned strategies for output 2.1 related to ECE.
  • Support the ECD officer with data management using statistical software to yield necessary information to support decision-making processes, as well as evaluations and monitoring of results.
  • Maintain up-to-date sectoral, statistical, and technical information on early childhood education in Mexico and other countries in Latin America and the Caribbean region, including cross-cutting issues of gender and diversity.
  • Coordinate and participate in strategic meetings with the MoE and other stakeholders such as counterparts, implementing partners, and consultants.
  • Prepare technical presentations on topics related to ECE and represent UNICEF in information dissemination events, if the ECD national officer is not available.
  • Support the organization of events that promote the exchange of experiences in the sector.
  • Organize and accompany field visits to monitor the programmes that UNICEF supports in the field of ECE.
  • Support the education area in the production of materials for the programmatic work.
  • Provide technical inputs for the ECD officer for the preparation of funding proposals. Provide technical follow-up to the interventions of UNICEF’s implementing partners and contractors, review and issue technical comments to reports and materials.

To qualify as an advocate for every child you will have…

The following required education, experience, and languages:

  • Completion of secondary education (High School)
  • At least 6 years of working experience (or less depending on your educational background) providing technical or administrative support to programmes, projects, or organizations in the field of education.
  • Experience working in early childhood development.
  • Fluency in Spanish
  • A proficient level of English (fluency is preferred)

You may also have the following additional education, experience, and languages but they are not required for you to apply:

  • Technical or university courses related to education or social sciences (including psychology, sociology, economics, and politics) or any other field related to the assignment. If you have a bachelor's degree, it may alternatively replace two of the required years of experience.
  • Working experience in the public sector, civil society organizations, academic institutions, or other UN (United Nations) agencies on project management.
  • Fluency in English. If you do not have it and you are selected, you will have to commit to improving your English skills in the first months of work.

Skills:

  • Excellent interpersonal skills; cultural and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels.
