OBJECTIVES OF THE PROGRAMME

The Division of the Regional Director (RDD) provides the visionary leadership and, together with BOS, supports the Country Offices and all the other Divisions in the efficient delivery of the EPW through agile transformation and implementing WHO Value Charter. RDD has the overall responsibility for the planning, execution and evaluation of WHO programmes at the regional and country levels and in strengthening the alignment and joint work across the three levels of the organization. It is the safeguard of the WHO Values Charter. It encompasses the enabling functions of resource mobilization and alliances, external relations and communications, and support to governing bodies of the European Region, in addition to organization development, staff development and learning, and transformation. It also specifically includes the representative function of WHO with the institutions of the European Union., the EURO Ombudsman who reports directly and independently to the Regional Director, and the committee on staff health and wellbeing.

The Communications, Identity and Publications (COM) unit will support the Regional Director and the work of the Regional Office by strategically leading, coordinating and overseeing the communications activities within the Regional Office and by generating visibility for RD's public interventions. It will be responsible for the planning and coordination of all communications, media relations and publications, for capacity building in communications across the office, for guiding and coordinating the divisional and Country Office communications work, for internal communications (in collaboration with RDO organization development), EPW branding and identity, for liaising and contributing to risk communications, and for providing strategic communications advice to senior management, EURO Divisions, Country Offices, GDOs, networks and partners on communication issues. The Unit also ensures the implementation of the communication strategy and its implementation and monitoring. As part of providing and maintaining the various communications platforms, it will responsible for the development, functioning and sustainability of the EURO web site, the EURO intranet and various social media channels.

DESCRIPTION OF DUTIES

As part of the Communications, Identity and Publications (COM), the purpose of this post is to help ensure the accuracy and appropriateness of the WHO/Europe web site by providing high-quality web production services to technical divisions and country offices in line with their needs and evolving best practice. This includes construction, maintenance and quality control of web pages on a day to day basis, providing advice and guidance to technical programmes and country offices about web publishing procedures, and coordinating and monitoring the work of freelancers and consultants for quality

Key duties:

1. Client service

Provide production and advisory services to divisions/country offices for their web sites;

Update, build and remove web pages as necessary;

Regularly scan sites for errors/problems and resolve them;

Coordinate with technical/country focal points to get and post new content;Work closely with division/country office staff to meet production deadlines and approval procedures;

Coordinate regular quality control checks of web sites with appropriate staff in divisions/country offices;

Advise technical programmes and country offices on web publishing procedures and standards, providing hands-on training and guidance as necessary;

Suggest changes and alternative presentation methods to continually improve their web sites;

and Maintain production schedules tailored to meet the needs of the divisions/country offices for which they provide production services.

2. Coordination and quality assurance

Coordinate the work and inputs provided by freelancers and consultants, in liaison with in-house technical resources, monitoring their work for progress and quality. Combine all available elements from external and internal sources to achieve the final result, i.e. timely posting of professionally edited material on country and topic sites.

Coordinate the production, quality assurance, approval and release of newsletters in compliance with current procedures.

3. New web functionality

Track the functioning of the CMS and suggest improvements based on needs of the divisions and country offices.

Contribute, as necessary, to efforts to document the Team's applications, the technologies it uses, and the systems developed for it, including special web applications.

Administer and optimize web tools managed by the Team, such as Google (or other search tools), Google Analytics and other web production tools.

Test and implement new technologies as they become available.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary school or equivalent; technical or commercial school or equivalent experience. Desirable: Relevant higher education or post-secondary school courses in a field relevant to the position

Experience

Essential: 5 years of experience in web publishing or related area (i.e, preparing, reviewing or posting content for websites). Experience in using web content management systems (CMS). Desirable: Experience in writing/editing for the web, web design or accessibility. Experience in an international environment or institution. Relevant experience in WHO or in the UN.

Skills

The ability to communicate clearly is important, as well as good writing and listening skills, and sharing useful information with the other team members. Emotional intelligence: Ability to identify and manage one's own emotions, as well as helping others to do the same.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at DKK 317,138 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
