Design, implement and manage health information systems and ICT infrastructure

You have:

  • Completion of secondary education, supplemented by training in computer programing and advanced training in software and database development.
  • At least 5 years of relevant experience in designing and developing Client/Server and web-based applications; software development tools, programming languages and relational database systems including Microsoft Visual Studio, .NET Framework, Microsoft Power BI and SQL Server.
  • Working knowledge of the design and implementation of client/server and web-based Information Systems.
  • Proven technical skills in systems analysis, software development and systems documentation.
  • Expert knowledge of English.
  • Expert knowledge of Arabic.

Contract

This is a G-5 contract. This kind of contract is known as General Service and related categories. It is normally only for nationals. It usually requires 5 years of experience, depending on education. More about G-5 contracts.

OBJECTIVES OF THE PROGRAMME

1. Design, implement and manage computer-based applications including health information systems, database management, health on the internet, at the regional office and country offices and member states including human resources development, provision of ICT infrastructure, needs assessment, networking and resources sharing and application management and engineering. 2. Coordinate the design, development and formulation of policies and work of the regional office for application of information technology in healthcare delivery. 3. Advise, as principal adviser, the senior management on ICT regional strategy. 4. Design and implement policies and plan of action for improving the technology infrastructure in the Regional Office and country offices.

DESCRIPTION OF DUTIES

1. Implement Information Systems in the Regional Office andCountry Offices of the Organization. 2. Attend user requirements for new or modified businessprocesses and ensure that all requests are handled 3. Develop and implement client/server and web-basedapplications in accordance with businessrequirements and EMRO/BTS standards for application development. 4. Provide technical support in the Development of databases for the implementation of applications. 5. Assist in the technical support for IT services relatedto knowledge management including collaborative portals, content management platforms, document management and information indexing and searching. 6. Provide full technical support and application maintenance in collaboration with other team members to provide second leveltechnical support and problem resolution for applications in production.

REQUIRED QUALIFICATIONS

Education

Essential: Completion of secondary education, supplemented by training in computer programing and advanced training in software and database development. Desirable: University degree in computer sciences and/or related sciences.

Experience

Essential: At least 5 years of relevant experience in designing and developing Client/Server and web-based applications; software development tools, programming languages and relationaldatabase systems including Microsoft Visual Studio,Microsoft .NET Framework, Microsoft Power BI and Microsoft SQL Server. Desirable: Working experience with Microsoft Power BI to create comprehensive dashboards

Skills

• Working knowledge of the design and implementation ofclient/server and web-based Information Systems. • Proven technical skills in systems analysis, softwaredevelopment and systems documentation. • Up-to-date working knowledge of the latest generation ofprogramming languages, familiarity with the latest commercial platforms forsoftware development, and database management systems. • Ability to work effectively in the implementation of software projects in collaboration with other team members.

REMUNERATION

WHO offers staff in the General Services category an attractive remuneration package, which for the above position includes an annual net base salary starting at EGP 235,531 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
