Aligned with the overall government’s efforts in digital transformation policy, the Department of Education (DOE) has been undertaking Integrated ICT in Education Policy development, aimed at providing electronic delivery of teaching and learning to schools with the support of ICT to complete by the end of 2021. DOE has initiated a process of provincial baseline surveys to collect the status and needs to inform the policy development. Long Description ---------------- **Objectives:** Provide technical assistance to PNG Department of Education in the development of the ICT in Education Policy. 1. Assist analysis and presentation of baseline survey findings in selected provinces; 2. Provide technical inputs and assist drafting of the ICT in Education policy, to be led by the Department of Education (DOE) Technical Working Group (TWG) and policy unit; 3. Assist DOE to prepare and conduct a consultation on draft policy with stakeholders; 4. Assist DOE in finalizing the ICT in Education Policy; and 5. Provide recommendations on the next steps to DOE and UNESCO on ICT in Education policy, master plan development and related resource mobilization Long Description ---------------- **Modality:** • The assignment will be home-based and provide virtual support to Papua New Guinea DOE. • The duration of assignment is for two months intermittently with a total of approximately 20-25 working days. Long Description ---------------- **COMPETENCIES (Core / Managerial)** ------------------------------------ Accountability (C) Communication (C) Innovation (C) Knowledge sharing and continuous improvement (C) Planning and organizing (C) Results focus (C) Teamwork (C) Professionalism (C) **-** ----- For detailed information, please consult the [UNESCO Competency Framework](https://en.unesco.org/sites/default/files/competency_framework_e.pdf). **REQUIRED QUALIFICATIONS** --------------------------- **Education and Certification:**  Master’s degree or equivalent in education, technology, social science or other related areas is required.  Technology and education certification and experience would be of added value. **Experience:**  At least 5 years of progressively responsible experience working on national, regional or international ICT in education projects/programmes;  Experience in working with government, development partners and stakeholders from different background. **Language Requirements:**  Oral and written fluency in English is required. **DESIRABLE QUALIFICATIONS** ----------------------------  Experience working in Papua New Guinea and/or Pacific region is a plus. **Skills and Other Competencies Required:**  Knowledge and understanding of effective usage and considerations for ICT for education;  Expertise in ICT policy and strategy development;  Excellent communication skills and ability to work in a multicultural environment and in a team with respect;  Ability to take initiatives and produce outputs in a timely manner;  Ability to accommodate frequent virtual meetings within Papua New Guinea and Samoa’s work hours. **APPLICATION PROCESS** ----------------------- The incumbent is not required to work in Samoa to apply for this opportunity.
