Background In July 2019, the Intergovernmental Oceanographic Commission of United Nations Educational, Scientific and Cultural Organization (UNESCO IOC) and the United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) signed an agreement on Strengthening Tsunami Early Warning in the North West Indian Ocean Region through Regional Cooperation project, which focused on India, Iran, Pakistan and Oman. The project aims to improve warning chains and standard operating procedures for tsunami early warning system built around the working process at the national level in each of the participating Makran countries (India, Iran, Pakistan and Oman). The project started by bringing together high-level representatives from the Makran countries to highlight the need to advance the tsunami early warning system and its related processes to cope with near-field tsunamis and establish the necessary conditions for the proposed national working process. During 2020, the project managed to organize the first regional training workshop on SOPs for tsunami early warning system on 24 – 28 February 2020 in Karachi, Pakistan. The project will continue to provide technical assistance to India, Iran, Pakistan and Oman to develop or improve their national warning chains and SOPs for near-field tsunamis, through a series of regional SOP workshops (by online or hybrid) for the NTWCs (National Tsunami Warning Centre), DMOs (Disaster Management Officer) and Media. The project will also provide technical backstopping, based on the need, to support the implementation and improvements of the tsunami warning and emergency response SOP at the national level. Long Description ---------------- 2\. Purpose of the Assignment The consultant will support the implementation of the project activities, specifically on the improvement of the warning chain and standard operating procedures for the tsunami warning services to assure timely warnings and rapid response with due emphasis on self-protection for near source events. The consultant will be responsible for supporting the implementation of activities through facilitation, advocacy, technical assistance and reporting of the activities (including high-level meeting and workshops). 3\. Roles and Responsibilities Under the authority of the Director of UNESCO Office, Jakarta, and direct supervision of the National Professional Officer of DRRTIU/IOTIC, the Consultant shall: 3.1. Review the tsunami early warning SOPs in India, Iran, Pakistan and Oman, and provide recommendations to improve the SOPs to assure timely warnings and rapid response for near source events at national level. The tasks include: 3.1.1. Identify problems and challenges to develop or improve the national end-to-end warning SOPs at NTWC, DMO (national and/or local), and Media of the countries involved (with special attention on Iran and Pakistan), to assure timely warnings and rapid response for near source events; Long Description ---------------- 3.1.2. Provide recommendations to develop or improve the end-to-end Tsunami Early Warning and Emergency Response SOPs for NTWC, DMO (national and/or local), and Media to accommodate the near-field tsunami threat in the Makran region; 3.1.3. Assist project partners in developing the national end-to-end tsunami warning and response SOPs at the NTWC, DMO (local and/or national), and Media. 3.2. Participate and facilitate national and regional virtual consultation meetings to discuss and meet with the member states stakeholders, beneficiaries and partners involved in the development or improvement the SOPs. UNESCO IOC through ICG/IOTWMS Secretariat and IOTIC are responsible for the overall management of the online meetings/workshops. The tasks include: 3.2.1. Facilitate the discussion to improve the national SOP in accordance to the agreed tsunami warning chains in the context of near-field tsunamis in the Makran region; 3.2.2. Advocate and provide virtual technical support, as needed, to discuss the development or improvements the national SOP in accordance to the agreed warning chains in the context of near-field tsunamis in the Makran region; Long Description ---------------- 3.3. Based on the review and consultative meetings activities, provide inputs and recommendations for the follow-up activities for the remaining project period. 3.4. Ensure that the outcomes of the activities under this contract contributes seamlessly to the outcomes of the project. 3.5. Submit to UNESCO for approval by 20 June 2021: Final report of 10-15 pages (excluding annexes) with the following structure: a. Identification of the persisting problems, gaps, and challenges of Tsunami Early Warning and Emergency Response SOPs to accommodate the near-field tsunami threat of each country in the Makran region. b. Documentation of the latest update regarding the existing end-to-end tsunami early warning and emergency response SOP and the newly develop SOPs or changes made to improve the SOP to accommodate the near-field tsunami threat of each country in the Makran region. c. Conclusions and recommendations for the planned SOP Workshops to be implemented during the remaining project period. d. Annexes (i.e. country SOPs, workshop presentations and materials, etc.). 4\. Logistics The consultant will commonly be responsible for his/her own logistics: office space, administrative and secretarial support, telecommunications, printing of documentation, etc. The consultant will also be responsible for the preparation of the materials, presentation for the facilitation and advocacy of the activities (virtual meetings and workshops). The ICG/IOTWMS Secretariat and IOTIC will facilitate and support the consultant in term of activity programming, implementation, scheduling, and development of the meeting and workshop agenda. 5\. Budget The consultancy is expected to work for twelve (12) working days spread over two month’s period. 6\. Qualifications The consultant should possess the following qualifications: a) At least 10 years of professional relevant working experience: • Assessment and review of end-to-end warning chains, policies and SOPs related to tsunami and other coastal hazard early warning and mitigation system. • Facilitation, advocating, and training of relevance to policies and SOP Development for near-field tsunami and other coastal hazard early warning and mitigation system. • Having strong international working experience, especially with countries in the Indian Ocean region and leading global experts in warning chains, policies and SOPs. • Strong record in leading and/or conducting and reporting meetings and workshops. b) Extensive knowledge on early warning system and disaster risk reduction, especially related to tsunami hazard is required. c) Advanced university degree in education, natural and social sciences, engineering, programme management or other development-related fields. d) Professional experience/expertise in programme management related to educational and scientific research/activities. e) Previous working experience or assignments with the UN agencies is an asset f) Excellent oral communication and report writing skills in English (required). g) Currently not taking part in the said project implementation.
