How can you make a difference?

Under the supervision of the Chief of Education, the consultant is required to provide technical and operational support to the Education section. Tasks will include supporting the implementation of a behavior change (C4D) strategy (particularly on school readiness and parenting education), developing IEC material, , and support the administration, implementation, monitoring and/or evaluation of C4D activities that aim at changing social norms and behaviours related to education.

Work Assignments:

  • Lead and monitor the expansion of School Readiness program and the implementation of Accelerated School Readiness program in the municipalities of Dili, Liquica, Ermera, Ainaro and special region of Oecusse in close collaboration with MoEYS and INFORDEPE. Activities including planning, implementing, monitoring and/or evaluating of Training of Trainer (ToT); training of teachers, students and parents; community mobilizations; learning material distributions; mentoring and monitoring; development of additional C4D materials for target groups; and development and implementation of enrollment and Back to School campaign.
  • Provide technical support on the C4D-related materials for the Parenting Education program in community pre-schools as well on the implementation plan. The consultant will be responsible for finalization of parenting education module and monitoring tools, development, and production of C4D-related materials for ToT, technical and operational support on the program implementation.
  • Support other communications work and develop a plan for implementation based on Activities 1 and 2 above, including development and/or mobilization of any resources required (for e.g., manual or guidelines, training resources, trainers, adaptions to methodology or learning resources).
  • Support the drafting of donor proposals and reports and contribute to the development of annual review and reports
  • Work in close collaboration with Communications section to develop Human Interest Stories and document of project activities.
  • Produce a final report and handover to the section.

    Deliverables/Outputs:

  • Monthly report summarizing key work outputs produced and indicating the progress of program implementation.

  • Final report of consultancy, outlining major outputs, challenges, and recommendations for way forward

Contract Duration: (7 months) to be started from Mid October 2021

To qualify as an advocate for every child you will have…

    • a bachelor degree on Social and Behavioral Science, Education, Public Relation, or other relevant technical field
    • A minimum of three years of professional experience in one or more of the following areas is required: social development programme, communication for development, public advocacy, education or another related area school readiness and parenting education
    • A good understanding of UNICEF’s work in education
    • Experience in working with children, families, and schools (teachers, students)
    • Ability to deliver quality reports aligned with UNICEF publication guidelines
    • Previous experience with UNICEF or UN agencies is considered as an asset
    • Have excellent communication skills in both Tetun and English. Knowledge of Portuguese an asset
    • be willing to travel to rural and remote locations/municipalities
