Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women is committed to support the National Peace and Reconciliation Commission (NPRC) to operationalize Section 9 of the National Peace and Reconciliation Commission’s Act.

In response to women’s exclusion as well as the impact of violence on women and girls, the NPRC Act Section 9 mandates the Commission to consider and address gender imperatives in every aspect of the Commission work through the development of guidelines and rules on gender mainstreaming, monitoring gender related practices within the Commission as well as the development of gender sensitive tools. Further, the NPRC further highlight the need to put in place and implement mechanisms for supporting victims of conflict related gender-based violations as well as recognising the centrality of victims in the work of the Commission.

In pursuit of the above, the Commission with the support of UN Women developed the NPRC Gender and Inclusion Policy and Standard Operating Procedures (SOPs) for Handling and Supporting Victims of Conflict Related Gender Based Violence. The Gender and Inclusion Policy provides a guiding framework for all the Commission’s Thematic Committees and Departments as well as all stakeholders in promoting and supporting gender responsive peace building processes. The Policy also provide strategies on gender mainstreaming and inclusion under specific mandate and programme areas of the Commission. These SOPs support the Commission and its stakeholders to ensure quality, accountability, standardization, coordination and coherence of service to victims as well as establishing synergies within the Commission Departments to ensure that victims are handled in a manner that protects their rights and dignity.

The NPRC has a Victim Support, Gender and Diversity (VSGD) Thematic Committee and Thematic Department which plays a leading facilitatory and coordinating role, with all other functional units, Committees and individuals within the Commission expected to play a role in mainstreaming gender, ensuring inclusion and putting victims at the centre of all the NPRC work. Additionally, the VSGD Thematic Committee and the VSGD Unit works with the Victim Support, Gender and Diversity External Thematic Committee, a Committee which serve as a strategic and multi-stakeholder platform for identification of strategies and providing advisory support with regards to CRGV victim support, inclusive and gender sensitive peace building.

It is in considering of all the above efforts that the NPRC with support from UN Women is seeking to contract the services of a Gender Technical Advisor to support and strengthen the NPRC victim support and gender mainstreaming mandate.

Duties and Responsibilities

Under the supervision of the NPRC Executive Secretary and working closely with the VSGD Thematic Committee, the VSGD Unit and UN Women, the Technical Advisor will undertake the following;

Operationalizing the NPRC Gender and Inclusion Policy put in place in pursuit of NPRC Act Section 9.

  1. Technically support the NPRC, in the design and implementation of gender sensitive programmes through providing substantive inputs to the design and formulation of gender mainstreaming work plans, budgets, monitoring and evaluation frameworks;
  2. Advise on and develop strategic initiatives to advance the Commission’s gender mainstreaming objectives;
  3. Provide advice on emerging programming issues from the global and regional gender, peace and security trends, priorities and best practices.

Development and implementation of mechanisms for handling and supporting victims of CRGB

  1. Technically support the implementation of SOPs.
  2. Coordinate with relevant stakeholders for effective referral of victims.
  3. Support the development of a NPRC counselling Handbook

Knowledge management and Capacity Strengthening

  1. Support capacity development of Commissioners and staff to enhance their understanding and abilities to effectively discharge the victim support and gender mainstreaming mandate including the design and implementation of capacity building training activities.
  2. Technically support the development of training manuals/guidelines on victim support and gender mainstreaming to be used in training of Commissioners, staff, NPRC Peace Committees and the VSGD External Thematic Committee.
  3. Support the development of gender sensitive technical knowledge products.
  4. Technically support the development and management of information management systems for victims of Conflict related GBV.

Strategic Partnerships and Advocacy

  1. Build and nurture strategic partnerships with key stakeholders including CSOs, Parliament, Government Ministries and other Commissions to support implementation of victim support mechanisms, inclusive and gender responsive peace building programmes.
  2. Support the functioning of the VSGD External Committee.
  3. Closely work with the NPRC Resource mobilization Thematic Committee to mobilize resources for victim support programmes, inclusive and gender sensitive peace building programmes
  4. Networking with other stakeholders to establish and enhance sustainability of Victim Support programmes, inclusive and gender sensitive peace building programmes.

Monitoring and Reporting

  1. Support the integration of gender into the Commission’s corporate monitoring framework to encourage practices of collecting and analysing gender disaggregated data and generating more evidence on the impact of gender inclusive programming.
  2. Provide technical inputs to the monitoring and reporting on VSGD work.
  3. Support the collection and documentation of best practices, Most Significant Change Stories and lessons learnt in supporting victims of conflict related GBV and gender mainstreaming in peace building work.
  4. Support the commemoration of International Days on Victim Support, Gender and Diversity and the production of the VSGD Quarterly newsletter to facilitate and enhance access to information on victim support and gender sensitive peace building.

Expected Outputs

  1. The NPRC Gender and Inclusion Policy and the NPRC SOPs for handling and supporting Victims of conflict related GBV operationalized.
  2. Commission’s work on gender and inclusion strengthened.
  3. Commission’s reputation and visibility to women and gender advocates as the key institution tasked with oversight, monitoring and holding accountability for national, regional and international peace commitment enhanced.
  4. Advocacy, partnerships/Alliance established and strengthened.

Key Deliverables

  1. Quarterly, Monthly and other technical narrative reports on work done to support gender equality within the work of the NPRC in keeping with Section 9 of the NPRC Act.
  2. Gender sensitive Commission Monitoring and Evaluation Framework.
  3. Training for NPRC Gender Focal Persons, Provincial Peace Committees, VSGD External Thematic Committee, Commissioners, Senior management, M and E personnel, programme and sub programme managers on gender mainstreaming and victim support to support the operationalisation of the two policy documents.
  4. Data tracking and monitoring system to monitor the participation of women in peace building decision making positions and support documentation and profiling of women’s positive narratives on peace building.
  5. Resource mobilization for and or implement strategies for the prevention and management of electoral conflict related gender-based violence guided by the NPRC Election Conflict Prevention and Management Strategy.
  6. Lobbying and advocacy engagements for the development of the Zimbabwe National Action Plan on UNSCR 1325.
  7. Development of the NPRC Counselling Manual.

Required Skills and Experience

Education

  • Masters’ Degree or its equivalent in any of the following Social Sciences disciplines; Law, Sociology, Transitional Justice, Gender Studies, Anthropology or other social science fields.

Experience

  1. Knowledge of the work of the National Peace and Reconciliation Commission.
  2. At least 7 years of experience in programming on gender equality and peacebuilding at a national level or regional level
  3. Experience in formulating gender responsive policy and developing and implementing gender strategies.
  4. Ability to communicate and interact with officials at all levels of government and to work effectively with a wide range of constituencies in a diverse community.
  5. Experience in research/analytical work in peacebuilding or transitional justice
  6. Knowledge on women’s rights including sub-regional, regional and international instruments on women’s rights.
  7. Previous experience in providing technical support to high level government institutions.

Language

Proficiency in the English, Shona or Ndebele languages. Knowledge of any other language will be an added advantage
