Office/Unit/Project Description

The United Nations Development Programme (UNDP) serves as the integrator in the UN Development System, to realize the Sustainable Development Goals (SDGs). UNDP has a Global Policy Network (GPN), a network of field-based and global technical expertise supporting delivery of the signature solutions in UNDP’s Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) develops all relevant policy and guidance to deliver on UNDP’s Strategic Plan, providing technical advice to Country Offices, representing UNDP at multi-stakeholder fora and engaging in UN inter-agency coordination.

Climate change is the single greatest challenge humanity has ever faced. Climate change mitigation – or reducing greenhouse gas emissions – is essential to fulfilling commitments to the Paris Agreement and limiting the global mean temperature increase to 1.5° C above pre-industrial levels. UNDP, with more than 280 climate change mitigation projects and programs in over 110 countries, is a key actor supporting countries in their emission reduction plans, contributing to ambitious Nationally Determined Contributions. Activities in energy, as well as forests and agriculture, will be critical to meeting global mitigation objectives.

UNDP’s approach to forestry aligns with the SDG 15 and contributes to UNDP's 'signature solution' on environment and nature-based solutions for development. Deforestation and forest degradation accounts for more than 10 percent of global greenhouse gas emissions and it is clear that the stabilization of global temperatures cannot be achieved without reducing emissions from the forest sector. UNDP's Climate and Forests programme supports countries to conserve and sustainably manage forests and ensure sustainable and equitable development paths that lead towards carbon neutrality. The UNDP Climate & Forests Programme manages UNDP’s contributions to UN-REDD partnership, which is the UN knowledge & advisory platform for the forest solutions to the climate emergency. UN-REDD is also constituted by FAO and UNEP, and has currently 65 partner countries (forest nations in the Global South). Through UN-REDD, UNDP provides a number of forested countries with technical assistance on forest solutions for the climate, as well as South-South cooperation and global knowledge management.

The UNDP Climate & Forests Programme also supports the implementation of the UNDP portfolio of GCF/REDD+/RBPs projects, which comprises four countries (Brazil, Costa Rica, Ecuador and Indonesia), a total funding of circa USD 250 million. This portfolio supports the implementation of forest policies – in line with NDCs – as well as innovative schemes for distributing REDD+ proceeds to local and community stakeholders.

The UNDP Climate & Forests Programme equally supports the Governors’ Climate & Forests Task Force (GCFTF) through the implementation of a NOK 200M pledge to develop and implement innovative plans and actions for jurisdictional REDD+. Under this grant, UNDP is managing the Innovation Funding (Window B) which includes a project with the states of the Brazilian Legal Amazon on leveraging finance for low-emission development. The project is implemented by Fundação Amazônia Sustentável (FAS) in partnership with the GCFTF’s Regional Coordination in Brazil as well as six non-governmental implementing partners. Under the framework of this Window B project, UNDP is providing technical assistance to the nine states to access REDD+ finance using Architecture for REDD+ Transactions’ (ART) The REDD+ Environmental Excellence Standard (TREES), including submissions under the calls for proposals by the Lowering Emissions by Accelerating Forest Finance (LEAF) Coalition, a public-private coalition including Norway.

Institutional Arrangements

The Technical Advisor will be a full member of the UNDP Climate & Forests Programme, working together with its diverse regional and global professionals. S/he will be under the supervision of the Principal Technical & Policy Advisor of the BPPS/NCE Climate & Forests Programme.

The assignment is home-based. If travel is required, and subject to (local) Covid-19 health permission, such travel shall be at UNDP’s expense and processed in accordance with UNDP’s travel guidance and policy.

Duties and Responsibilities

Scope of Work

The Technical Advisor will provide high-quality technical and policy advisory services to countries, jurisdictions and other stakeholders where the UNDP Climate & Forests Programme is active. S/he will help position UNDP as a world leader in the provision of technical and policy advisory services related to the contribution of forests to ambitious climate change targets.

In particular, the Technical Advisor will:

  • Provide technical assistance to the implementation of the GCFTF Window B projects in Brazil, Mexico and Ecuador, working closely with sub-national jurisdictions and their implementation partners.
  • Support the implementation of the REDD+ results-based payments for results achieved by Brazil in the Amazon biome in 2014 and 2015 project (GCF/REDD+/RBPs project), notably regarding the operationalization of the Floresta+ pilot programme;
  • Support countries with NDC implementation in the forest sector, including policy reforms and financing schemes, notably in Mexico and Peru, also collaborating with the UN-REDD partnership.
  • Contribute to UNDP’s efforts to raise nature-based ambitions in the NDCs, especially in Latin America;
  • Develop, formulate and review programs and initiatives, with the associated resource mobilization when needed;
  • Share climate & forests knowledge and help communicate the lessons and results.

Required Skills and Experience

Minimum Qualifications of the Successful IPSA

Min. Education requirements

Masters’ degree in environmental management, international development, public policy and/or a closely related field.

Min. years of relevant work experience

Minimum of seven (7) years of practical, international working experience in developing countries on environment policy and finance, notably climate change, forest carbon, and/or REDD+.

Required skills

  • Demonstrated experience in project development, implementation, and management.
  • Experience in climate policy.
  • Country-level policy or project experience in the Latin America & the Caribbean region.
  • Knowledge of the national context of Brazil with regards environmental & forest affairs is essential.

Desired skills in addition to the competencies covered in the Competencies section

  • Previous working experience in UNDP, especially with regards to country support.
  • Experience in setting up and/or supporting REDD+ finance schemes.

Required Language(s)

  • Proficiency in written and spoken English is required.
