Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women work in Ukraine focuses on supporting the Government and civil society organizations (CSOs) in advancing gender equality and implementation of the national and international commitments on gender equality and women’s human rights. One of the key areas of UN Women work in Ukraine is Women, Peace and Security (WPS).

To further support the consolidated efforts of the Parliament, Government and women’s groups to meet the state commitments on gender equality and women’s rights, including Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), UN Security Council Resolution (UNSCR) 1325 and Sustainable Development Goals, through governance reforms and peace and security processes, UN Women launched the project “Building democratic, peaceful and gender equal society in Ukraine – Phase II”, funded by the Government of Norway. The project goal is to enhance women’s meaningful participate in and equally benefit from political, peace and security processes at all levels in Ukraine. This will be achieved via supporting meaningful participation of women and their organizations in by supporting government at all levels in implementing WPS commitments in sustainable and inclusive ways.

The Office of the Prosecutor General (OPG) is one of the UN Women strategic partners within the project.

In order to integrate gender equality into internal policies, processes and structures at the level of the OPG, its regional units and individuals to ensure equal rights and opportunities for women and men, including improving the normative framework, capacity building and raising awareness activities, improvement of the monitoring system, internal administrative and Human Resources policies, advocacy and information campaigns, the OPG plans to conduct a Gender Audit (GA) of its Central and regional offices. The GA will be conducted on the basis of the existing methodology and tools, which will be adapted to the needs of the assessment.

To support these efforts, UN Women is now seeking a Technical Adviser to provide expert and technical advice to the OPG on conducting GA in the Central OPG and 24 regional and Kyiv city units. Work will include upgrading the methodology and tools (if needed), analysis of internal documents, policies, and administrative sex-disaggregated data, the process of primary data collecting, processing and analysis, and contributing to development of recommendations based on the GA key findings.

Duties and Responsibilities

I.Scope of Work/Duties and Responsibilities

Under the overall guidance of the UN Women Programme Specialist, the Technical Adviser, in collaboration with and under the daily guidance of the Team Leader, will provide the OPG with expert, coordination and technical support on conducting the GA. The assignment will include but not be limited to the following tasks developed in coordination with the OPG and UN Women:

  1. Contribute to development of the GA methodology based on the GA methodology approved by the Order of the Ministry of Social Policy of Ukraine ?448 dated 09.08.2021 «On Approval of Methodological Recommendations for Conducting Gender Audits by Enterprises, Institutions and Organizations».[1]
  2. Support the preparation and conduct of four online trainings for the staff of the 24 regional OPG and Kyiv city units who will be involved in the GA to raise their awareness and strengthen institutional memory.
  3. In consultations with the Gender Equality Commission of the OPG, UN Women and Team Leader, contribute to the development of a detailed workplan for conducting a GA, including the distribution of roles and responsibilities, proposed deadlines, etc.
  4. Provides technical expert support to the Team Leader to conduct analysis of the OPG internal documents, official websites and social pages, policies and sex-disaggregated statistics related to advancement or equal rights and opportunities of women and men in the service (all needed documents and administrative data will be provided by the OPG). The OGP documents for review will be divided between the Technical Adviser and the Team Lead as per the Team Lead’s decision.
  5. Jointly with Team Leader, Technical Advisor will develop a questionnaire and guide for primary data collection (key informant interviews and a survey).
  6. Jointly with Team Leader, organize the process of primary data collection and processing in line with an approved GA methodology and tools, including but not limited to: 1) at least ten in the Central OPG and at least three individual interviews in each of the 24 regional and the Kyiv city units with key informants (key informant interviews will be divided between the Team Lead and Technical Adviser; 2) an online survey of the OPG staff on central, 24 regional and Kyiv city units on individual Gender Equality and Women’s Empowerment (GEWE) experiences, perceptions and expectations.
  7. Jointly with Team Leader, Technical Advisor will conduct detailed analysis of all collected primary data, including multivariable analysis of a survey to identify any possible differences by sex and age of the respondents.
  8. Based on conducted analysis of internal documents, administrative statistics and primary data collected, jointly with Team Leader, elaborate key findings and recommendations of the GA, including assessment of the progress, challenges faced, and lessons learnt.
  9. Jointly with Team Leader, participate in expert discussions, consultations, technical validation meetings and presentation events on the GA findings and recommendations, and
  10. Jointly with Team Leader, support the development of proposals for the development/revision or updating of OPG plans, strategies and regulations based on the GA recommendations (in consultations with the Gender Equality Commission of the OPG).

*All reports should be submitted in English language and include the full set of supporting documents, such as results of analytical briefs, capacity development materials, handouts and lists of partners, concept notes, etc. The supporting documents can be submitted in Ukrainian.

Inputs

  • UN Women and OPG will provide the Technical Adviser with background materials related to the assignment.
  • The OPG will provide the Technical Adviser with space and access to internal documents.

  • The Technical Adviser is expected to work using her/his own computer.

Performance evaluation:

  • Contractor’s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, efficiency, accuracy, and quality of the products delivered. The evaluation will be carried out and cleared by the hiring manager which will also be the basis for payment on a delivery basis to the consultant.

Financial arrangements:

  • Payment will be disbursed in four installments upon receipt of the deliverables (as per the above matrix) and their certification by UN Women Programme Specialist that the services have been satisfactorily performed.

Experience:

  • At least 3 years of relevant work experience (after Master’s degree) in the field of human rights and/or gender equality, governance and public administration, research and development, or other related fields;
  • Proven experience of planning and conducting gender assessments, gender analyses, gender-responsive evaluations, working with gender-sensitive data;
  • Previous experience of providing advisory/technical support to the government institutions on the issues of GEWE.
  • Experience with coordination and technical support of meetings and consultations with government authorities;
  • Proven understanding of human rights and national and international GEWE commitments in Ukraine.

Languages and other skills:

Evaluation of Applicants:

Applications will be evaluated based on the cumulative analysis taking into consideration the combination of their qualifications (including an interview) and financial proposal. A two-stage procedure is utilized in evaluating the proposals, with evaluation of the technical proposal (including an interview) being completed prior to any price proposal being compared. The award of the contract should be made to the individuals whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical criteria and interview - 70% of total evaluation (max 45 points for technical criteria and max 25 points for interview). Total max 70 points:

Financial/Price Proposal evaluation:

Only the financial proposal of candidates who have attained a minimum of 49 points in the technical evaluation will be further considered and evaluated.

  • The total number of points allocated for the financial/price component is 30.

  • The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum of 49 points in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

  • Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 30 (S - score received on financial evaluation; F min - the lowest financial offer out of all the submitted offers qualified over the technical evaluation round; F - financial offer under the consideration).
