Organizational Setting

The main objective of FAO country offices, headed by an FAO Representative, is to assist governments in developing policies, programmes and projects to achieve food security and reduce hunger and malnutrition, to develop the agriculture, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner. This position is part of the project approved by the Green Climate Fund (GCF) “Argentina REDD-plus Payment for Results period 2014-2016” that FAO, in partnership with the Ministry for the Environment and Sustainable Development (MAyDS) will implement to address selected drivers of deforestation, as well as underlying causes of deforestation and degradation, by strengthening economic and social opportunities (and diversified livelihoods) in Argentina. The project will contribute to enhance control and oversight capacities at provincial and national level, overall forest governance, territorial forest management (including restoration); traditional silvopastoral practices for the sustainable use of native forests; and fire response and prevention management practices. Together, all the mentioned complementary actions will support the country’s efforts to achieve the climate change mitigation ambitions laid out in its Nationally Determined Contributions (NDC) and support sustainable development pathways.

Reporting Lines

The Technical Advisor reports to the Representative of FAO Argentina country office and to the project Lead Technical Officer (LTO). The incumbent will work in close collaboration with the General Project Coordination (Project coordinator) within the remit of the Project Management Unit of the Argentina REDD-plus RBP.

Technical Focus

Support and monitors all technical aspects of the implementation of the Result Based Project “Argentina REDD-plus Payment for Results period 2014-2016” in Argentina financed by the GCF, including its links with and contributions to related national policy processes and GCF technical requirements.

Key Results

Technical aspects of the Argentina REDD-plus RBP for results period 2014-2016 appropriately and timely ensured and backstopped.

Tasks and responsibilities

• Support the Project Coordinator, the Project Management Unit and the Project Board in relevant actions for the project implementation monitoring, follow-up, adaptive management, gender mainstreaming and elaboration of periodic reports to fulfil FAO as well as GCF requirements and supports in the articulation with relevant stakeholders and project participatory spaces, especially with other United Nations (UN) Agencies, and other international entities/initiatives as appropriate;

• Provide guidance and high level solid technical advices for the effective activity planning, implementation, monitoring and reporting of progress of the Argentina REDD-plus RBP, also supporting efforts to ensure integration, consistency and compliance of actions and results with National Action Plan on Forests and Climate Change, national climate actions and the Nationally Determined Contribution (NDC) and relevant policy processes as well as responding to international UNFCCC and GCF standards;

• Establish and maintain contacts with FAO technical units in both the Regional Office and Headquarters, as required and in conjunction with the LTO, for the implementation of the project including the timely identification and deployment of expertise, coordinate technical inputs of national and international consultants on different outputs, ensuring overall technical and policy coherence;

• Work in close conjunction with the LTO to support the smooth, efficient and time-effective clearances of technical documents, work plans and progress reports and deliverables;

• Identify additional potential opportunities related to carbon mechanisms or markets and contribute in identifying/renovating opportunities for the RBP project to contribute to post-covid19 recovery phase in the country and share solid and complete information with the project management unit and key national counterpart – supporting informed decision making.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in at least one of the following: agricultural development and/or economics, forestry, sustainable development economics, rural sociology or related field. Master´s degree would be an asset.

• Seven years of relevant experience in technical cooperation' related activities, policy advice and analysis relating to one or more of the following: forestry and/or climate change;

• Working knowledge of Spanish (Level C) and limited knowledge of English (Level B).

Technical/Functional Skills

• Work experience in more than one geographical area, particularly in field positions, including relevant experience with Latin-American countries and at least one working experience in/with tropical countries in Asia or Africa;

• Relevance and extent of experience in technical cooperation' related activities, policy advice and analysis relating to agriculture and rural development, forestry, climate change, monitoring and evaluation of policies and programmes;

• Relevance and extent of experience in working with inter-governmental bodies and multi-disciplinary teams;

• Extent and relevance of experience and knowledge on climate change and/or climate finance, with special emphasis on REDD , NDCs, UNFCCC, GCF processes and approaches;

• Technical knowledge and experience on integrated forest/land-use planning, integrated livestock management, or fire prevention and control would be an asset;

• Understanding of Argentina social and economic context related to native forest, agriculture and livestock sector, as well as climate change mitigation efforts and strategies would be an asset;

• Understanding of UN or FAO policies and programmes is considered an asset and knowledge of the project cycle and administrative, operational and financial procedures related to operations and project management (GCF, GEF, among others).
