JOB TITLE: Foundational Services Lead

TYPE OF CONTRACT: CST

DUTY STATION (City, Country): Port-au-Prince, Haiti

DURATION: 11 Months

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

Under the direct supervision of the Head of TEC, the Foundational ICT Lead will support the implementation, supervision and standardization of IT operations activities and technologies for the WFP country office in Haiti. S/he will lead a small team and making sure that the staff has the right skills and capabilities to perform their tasks.

S/he will provide standardized documentation as required, including documentation for day-to-day activities, new projects and ongoing implementations.

ACCOUNTABILITIES/RESPONSIBILITIES:

  • Monitor, maintain and develop the existing IT network infrastructure, optimizing the available resources for users’ needs.
  • Follow up and support to IT activities in Haiti office and liaise with HQ in Rome when needed.
  • Implement and test new hardware for improving and upgrading the IT infrastructure in the country.
  • Lead and motivate a small team, monitoring performance, providing coaching, training and guidance to ensure appropriate development and enable high performance
  • Contribute to the capability building of staff through the review and/or design of appropriate training programs aimed at developing skills/knowledge in IT and Telecommunications.
  • Interact effectively with internal colleagues and user groups to understand their needs and provide appropriate technical support.
  • Liaise with external stakeholders, providers, suppliers for IT activities, budgets and costs, contracts.
  • Provide tutorials, guides, SOP, best practices, and other documentation needed for TEC activities in HTCO.
  • Provide up-to-date documentation and perform system and equipment maintenance tasks, such as backing up configurations, system data, and system protection, to ensure they operate efficiently and allow for easy and efficient use.
  • Revise all TOR for existing and new TEC staff contracts in HTCO.
  • Provide technical documentation and remote support for new projects.
  • Ensure that all activities comply to WFP standards and existing policies.
  • Manage the IT Operations activities when the Head of TEC is not in the office
  • Any other IT task that may be needed to support the Haiti office
  • Provide standard and interoperable telecommunications platforms and procedures to avoid duplication and ensure cost-effective services.
  • Ensure the implementation of the provisions relating to securing the system and cybersecurity by ensuring that the system is up to date, that the controls relating to data security and access are in place and maintained.
  • Participate in the deployment of new technological solution for servers, networks by updating the inventory of network systems and licenses and documenting in GLASS.
  • Suggest improvements to methods and processes to contribute to the continuous improvement of telecommunications services  Perform other TEC duties as required.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in Computer Sciences, IT Engineering,

Mathematics/Physics, or related fields.

Experience: At least 10 years of relevant experience in providing IT support and services.

Knowledge  Good general IT skills and a deep understanding of IT Security

& Skills:  Good knowledge of Local Area Networks (LANs) and Wide Area Networks (WANs);

  • Experience in IT Operations environments, preferably in large international organizations.
  • Good interpersonal skills.
  • Experience working in a team-oriented, collaborative environment, and good customer service orientation
  • Familiarity with WFP IT standards and policies would be an asset.  Previous experience in emergencies would be an asset.
  • Able to work under pressure, encouraging the rest of the team to do the same
  • Humility and a willingness to learn and share knowledge, frequently seeking and acting on feedback, and pursuing opportunities to develop

Languages:  Fluency in English is essential; working knowledge of French and Italian would be an asset.
