Job description

GIZ International Services is preparing for the EU-funded tender: „****EU Knowledge Hub Digital (Part I)****” in forecast stage.

The Overall Objective (Impact) of this action is to contribute to the fulfillment of EU global ambition of promoting a fair, inclusive, gender-responsive, green and human-centric digital transformation worldwide, inspired by the principles enshrined in the EU Digital Single Market, EU values, communications, regulations and standards for data and technology. The action will carry out actions which ultimately contribute to the relevant SDG’s (3 (Health), 4 (Quality Education), 5 (Gender Equality), 8 (Decent Work and Economic Growth), 9 (Industry, innovation and infrastructure), 10 (Reduced inequalities), 13 (Climate Action), 16 (Peace, Justice and Strong Institutions).

Your tasks

The Action aims through the provision of high level and targeted technical assistance to achieve the below: The Specific(s) Objective(s) (Outcomes) of this action are:

A Knowledge Hub on digital for development and Science, Technology and Innovation (STI) is established. The role of EU in international partnerships as regard to STI and digitalisation is strengthened through improved collaboration and policy dialogue among EU and non-EU key actors also through the D4D Hub. Knowledge-management regarding the European Commission’s role in the Digital for Development and STI domain is strengthened.

Your profile

Qualifications and skills

  • Postgraduate degree (Master’s Degree (or equivalent diploma) in a field related to the areas covered by this action, specialisation on digitalisation will be an asset.
  • Experience in managing and motivating a multicultural team;
  • Proven knowledge of all above sectors covered by this action;
  • Excellent command of spoken and written English and French (C1/C2 level).

General professional experience

  • At least 10 years of experience in managing international projects and/or multi-partner projects, of which at least 5 years as a Team Leader (or equivalent in terms of resource management).
  • At least 5 years of professional experience in development cooperation;
  • Knowledge and expertise of operational tools and needs of DG INTPA staff working in EU development cooperation, as well as sufficient knowledge on digitalisation in development countries

Specific professional experience

  • At least 5 years of professional experience on policies and practices related to digital economy and digital connectivity, digital policy, digital infrastructure, STI in development cooperation programmes;
  • At least 5 years of experience in providing assistance to national authorities to implement or directly implementing key areas of the digital economy and society in line with EU norms and best practices;

Assets:

  • Theoretical knowledge and practical experience in identifying, formulating, implementing and managing digitalisation projects on the field, in order to guarantee a 'practical' approach.
  • Experience in the management of EU-funded projects or programmes worlwide
