Together with the Government of Nepal (GoN), civil society, and the private sector, FHI 360 works collaboratively in the areas of HIV, family planning/reproductive health, health security and one health, nutrition, COVID-19 response, procurement, and supply chain management, local capacity strengthening, civil society and media strengthening, governance reform and the environment and climate change.

FHI 360 is seeking qualified candidates for the position of Team Leader for the anticipated FCDO-funded Samartha programme. The program will contribute to sustainable and equitable delivery of human development commitments and constitutional mandates for social services by the Government (across the three tiers of federalised Nepal). This will be done by promoting more inclusive and accountable institutions that respond to Nepal’s interrelated governance challenges, with a focus on social sectors. This objective shall be achieved through: (a.) improving systems and capacity of provincial and local governments to deliver their new constitutional mandates; (b.) enhancing the Nepal’s trajectory towards an inclusive, stable and prosperous middle income country by boosting its human capital; (c.) expanding access to quality social services, especially for women, girls and excluded groups (such as Dalits and other minorities); (d.) supporting GoN at federal-level to ensure national sectoral policies and resources allocations are responsive to local needs and promote resilient social systems which improve health, education and gender outcomes; and (e.) develop and disseminate relevant social sectors’ policy in consultation GoN.

Position Description

The Team Leader will provide overall leadership, management oversight, and technical direction for the project, ensuring that project deliverables are met on time and deliver desired impact. The Team Leader will manage the full-time team dedicated to this programme, and the draw down of additional short term technical assistance and other external expertise as needed. The Team Leader will also have primary responsibility for ensuring successful integration of consortium partners in a one-team approach.

The Team Leader will be the primary liaison with the funder, GoN counterparts, and other key stakeholders and implementing partners. They will achieve synergy with relevant other national and sub-national level programme’s and donor-funded projects operating within Nepal.

The candidate must have experience of working in Nepal, with technical, supervisory, and management experience in governance and social system strengthening programmes of similar scope and scale.

Accountabilities

  • Serve as the project’s principal liaison with FCDO and the Government (national and provincial) and other key stakeholders including civil society, the private sector, universities, regulatory bodies, and health associations and build and maintain effective relationships with all key stakeholders.

  • Work in synergy with other health system strengthening efforts to ensure comprehensive support to the health sector.

  • In addition to leading the team, the Team Leader will be expected to operationalize the key elements of the programme to ensure delivery against the expected results, including building on the gains of previous governance and system strengthening activities.

  • Oversee financial and administrative management of the programme, ensuring budget discipline and compliance with FHI 360 policies and procedures and FCDO rules and regulations.

  • Supervise the development and submission of programme deliverables and provide accurate and timely reporting to FCDO and key stakeholders on all programme areas.

  • Oversee the establishment of effective and accurate programme reporting, monitoring and evaluation, financial management, and personnel and procurement systems.

  • Ensure the achievement of high-quality results as committed in the work plans and M&E plan.

  • Provide onsite support and supervision to programme teams and partners on a regular basis to ensure quality implementation of activities.

  • Conduct performance assessments of direct supervisees, identifying and recommending areas for improvement and opportunities for professional development.

  • Mentor and manage staff in a respectful and transparent manner, working with staff to build their technical and administrative capacity.

  • Serve as a member of the FHI 360 Nepal Senior Leadership Team and provide input and assistance to the management of the country programme

  • Create, promote and maintain a safe and equitable work environment for all personnel, including a harassment-and violence-free work culture, and systems for safeguarding project participants.

Education

  • Bachelor’s degree or its international equivalent.

  • Master’s degree preferred.

  • Project Management (PM) Certification preferred.

Experience

  • Typically requires at least 15 years of relevant experience in international development at a senior programme management level, including 8 years of line management experience for those with Bachelor’s degree; for those with a Master’s degree, typically requires 8 years of experience, including 5 years of line management experience.

  • Experience in managing complex activities involving coordination with multiple partner institutions.

  • Experience in managing development partner funded governance, system strengthening and capacity building, and/or social accountability projects; experience of leading FCDO projects preferred.

  • Demonstrated experience with implementing devolved and subnational governance and systems strengthening programmes – technical background in governance, health, education, public financial management.

  • Demonstrated ability to develop and foster relationships with national and subnational government counterparts, local organisations, and donors.

  • Excellent communication (both oral and written), analytical, organisational, interpersonal, and cross-cultural skills.

  • Familiarity and experience working on devolved sub-national governance or health and/or education systems strengthening in Nepal.

  • Strong existing relationships with key stakeholders in Nepal.

  • Proficiency in English and Nepali is required.

Travel Requirements

  • 50-75% (mainly in country)
