GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is shortlisted for the EU-funded tender: Urban Development Technical Facility“ in Brussels.

The overall objective (Impact) to which this action contributes is:

“To support the global transition to inclusive, climate-neutral, resilient, equitable and sustainable development pathways”. This contract will focus on the urban dimension of this transition.

The specific objective of this contract is as follows:

To deliver high-level technical assistance and policy advice in order to “Improve the quality and impact of DG INTPA interventions in urban development at local, regional and global level.”

The Contractor will work in close collaboration with INTPA F4 (thematic unit on sustainable urban development) towards advancing sustainable urban development (including sustainable finance and inclusive economic development) and urban actions against climate change and inequality.

Your tasks

The Team Leader will be the main interlocutor of the Contracting Authority and will be responsible for ensuring high quality of the deliverables. S/he will supervise and coordinate the inputs of the other key and non-key experts and will contribute to define the strategic vision of the assignment. The key responsibilities of the Team Leader will include, among others:

- Steering and managing the assignment as a whole; - Dispatching tasks to the other experts of the team according to their competencies; - Supervise the elaboration, production and quality control of the outputs (including bringing an integrated urban perspective to the assignments), but also producing specific studies/outputs; - Ensure the timely delivery of the outputs.

Your profile

Qualifications and skills

  • Master’s degree (or equivalent diploma) in urban planning, urban economics, urban policy, engineering, architecture, geography or other directly related disciplines
  • Excellent knowledge of urban development and planning, related policies and best practices
  • Knowledge of development aid delivery methods
  • Excellent ability to write well structured, concise and convincing analytical reports
  • Excellent written and oral communication skills
  • Excellent facilitation skills for meetings and events
  • Fluency (C2 level) in English is required;
  • Knowledge of EU development cooperation would be an asset
  • Knowledge of French (minimum B2) and/or Spanish (minimum B2) and/or Portuguese (minimum B2) would be an asset

General professional experience

  • At least 10 years of professional experience, including:

- at least 3 years in the context of international development cooperation and

- at least 5 years working on sustainable urban development (e.g. urban planning, urban basic services provision, urban finance, urban resilience, urban social or economic development)

Relevant assignments may count for both the international development cooperation experience requirement and the sustainable urban development experience requirement.

Specific professional experience

  • Proven professional experience as Team Leader on at least 2 long-term assignments (i.e. each minimum - 1 year (220 working days full time equivalents))
  • Professional experience in situ in developing countries15 of at least 2 years (cumulatively16)
  • Proven professional experience in urban or spatial planning
  • Experience in conducting studies and/or analysis (including for instance pre-feasibility or feasibility studies, diagnostics, urban or spatial master or sectorial plans) in the area of urban development
  • Conduction of the above-mentioned studies and/or analysis in developing countries would be an asset

Location information

The normal place of posting (the place from which they will work and will be mobilised for missions) for all key experts will be Brussels. Missions’ costs of the key experts will be reimbursed from the normal place of posting (Brussels) to the mission country.

Start date & period of implementation

The intended start date of the contract is September 2022 and the period of implementation of the contract will be 48 months from this date.
