Job description

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a service enterprise for development cooperation with international operations and global experience. Owned by the Federal Republic of Germany, the organisation operates as a private-sector enterprise with a development policy mandate: to make sustainable improvements to the living conditions of people in the countries we operate in. The organisation’s business area - GIZ International Services - is the vehicle for offering GIZ’s services to international clients.

Currently, GIZ International Services is preparing to bid for the EU-funded project “Technical Assistance to the education and labour sectors of the Republic of Tajikistan”

The contract is financed as part of the Quality Education Support Programme II and its activities are a logical continuation of the activities implemented during the first phase of the programme.

The overall objective of the contract is to improve the learning outcomes and employability of Tajik young girls and boys with a special attention to the people living in vulnerable situations.

The specific objectives of the contract are to:

  • strengthen the quality and relevance of competence-based general secondary education and VET for the needs of the learners and the labour market;
  • improve the labour market information system connecting skills demand and supply and informing skills development and matching policies;
  • improve governance of the education sector in terms of new financing schemes, strengthened policy development, monitoring and evaluation capacity and coordination with stakeholders.

Your tasks

The Key Expert will provide the government counterparts with advice and technical support on the defined activity areas. She/he will be also responsible for the coordination and management of the technical assistance and inputs provided by the Technical Assistance Team (including the non-key experts).

Your profile

Qualifications and skills

  • Master Degree in Education (or related fields) or a minimum of 15 years’ of relevant experience
  • Fluent oral and written English.
  • Knowledge of Russian or Tajik language is an asset.

General professional experience

  • Minimum 10 years' experience in the field of education or policy development projects in the education sector, of which at least 5 years of international experience in low- or middle-income countries (other than the country of residence);

Specific professional experience

  • A minimum of 5 years’ experience in development cooperation projects in the area of education governance .
  • At least 2 long-term experiences as Team Leader in a Technical Assistance project focused on education
  • Experience in delivering Technical Assistance to the education sector in EECCA countries (Eastern Europe, Caucasus, and Central Asia) is an asset;
