GIZ International Services is shortlisted for the EU-funded tender: “Improving and strengthening efficiency of national social protection regulatory mechanisms, policy implementation tools, quality assurance framework and strengthening capacities to participate in ESF” in Serbia.
The overall objective (Impact) to which this action contributes is:
- To improve effectiveness of social inclusion policies to foster equal opportunities and active participation of women and men from the most vulnerable and marginalised groups
The specific objective (Outcome) of this contract is as follows:
- To modernise social protection system to enhance non-institutional care and timely access to quality and sustainable, community-based social services for the most disadvantaged women and men, boys and girls.
Your tasks
The Team Leader/Social Policy and ESF+ Expert will have the overall responsibility for the sound management of the project and the efficient use of project funds following EU rules. The Team Leader will be responsible for the field management of the team of experts and support staff. The Team Leader should have the possibility, in consultation with the Contractor’s Project Director (to be covered under backstopping), to mobilise backstopping expertise to address unforeseen problems and technical issues.
Your profile
Qualifications and skills
- Master degree in social sciences, management, economics, public administration or, alternatively, 5 years of professional experience in the fields of social science or management or economics or public administration (in addition to the number of years of professional experience required under the minimum requirement for general professional experience);
- Knowledge of the Serbian language will be considered as an asset.
General professional experience
- Minimum 10 years of post-graduate professional experience in the field of social science or management or economics or public administration.
Specific professional experience
- Knowledge on EU or any other international body (e.g. WB, ADB, UNHCR) project management methodology gained through the participation as a Team Leader or managerial position in at least 2 projects;
- Experience related to design and/or implementation and/or monitoring of evidence-based social policies in at least 1 project;
- Experience in capacity building and training cycle, including training needs assessments and design and delivery of advanced trainings related to public policy making gained through the participation in at least 1 project.
Location information
Operational base of this contract will be in the Belgrade, Republic of Serbia. Exact address will be notified to the Contractor prior to the start of the implementation period. Certain activities under the contract will require occasional visits to the places outside of the place of operational base of the contract.
Start date & period of implementation
The intended start date is May 2023 and the period of implementation of the contract will be 36 months from this date (for a minimum of 611 days).
