Background

Job Purpose and Organizational Context

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP’s policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. Within this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

UNDP works with countries and partners in Europe and the Central Asia in identifying relevant solutions to today’s complex and trans-boundary development challenges. UNDP supports its partner countries in designing and implementing development initiatives, policies and regulatory frameworks that deliver lasting social, economic, and environmental improvements and transform economic governance systems in countries across the region with a focus on the most vulnerable groups.

Under the guidance and supervision of the Istanbul Regional Hub Manager, and the BPPS Inclusive Growth Team Leader at UNDP headquarters, and working closely with the RBEC Senior Economist, the Inclusive Growth Team Leader will provide technical and policy advisory services to UNDP Country Offices, as well as substantive leadership in the areas of poverty and inequality reduction, inclusive growth, and sustainable development.

The Inclusive Growth Team Leader will support the effectiveness of UNDP’s country-level responses by performing country-facing, regional and global-level functions, addressing national needs and priorities but also advancing cross-thematic, integrated, and systemic policy solutions.

Duties and Responsibilities

Summary of Key Functions

  1. Substantive leadership in areas related to development economics, with a focus on inclusive growth, the reduction of poverty and inequality, and a just transition to sustainability;
  2. High-quality, timely and responsive technical and policy advisory services to UNDP Country Offices;
  3. Support and leadership in the implementation of the Regional Programme for Europe and Central Asia in conformity with UNDP’s regional priorities;
  4. Knowledge management, innovation, and community of practice networking;
  5. Representation, advocacy, and partner engagement for effective policy positioning in the region;
  6. Team, people, and resources management.

1. Substantive leadership in areas related to development economics, with a focus on inclusive growth, the reduction of poverty and inequality, and a just transition to sustainability

  • Provide substantive leadership in the analysis of drivers and challenges for the implementation of the Agenda 2030 and the SDGs in the region, focused on inclusive growth, the reduction of poverty and inequality, and a just transition to sustainability.
  • Lead on the development of innovation-focused knowledge products on issues related to development economics in the region including multidimensional poverty, inequality, LNOB and social protection, jobs, employment and labor markets, structural economic transformation, among others, in close collaboration with all parts of the GPN.
  • Develop, test, and apply innovative and integrated approaches, tools, and methodologies to progress in that strengthen UNDP’s offer in support of inclusive growth, poverty, and inequality reduction for the achievement of the SDGs.

2. High-quality, timely and responsive technical and policy advisory services to UNDP Country Offices

  • Provide substantive, timely and high-quality policy advisory services to COs that respond to their demands and needs.
  • Work with the Regional Bureau’s Country Solutions Team and all relevant thematic teams to ensure relevant, timely and multi-disciplinary response to country needs for policy analysis and policy options as well as design and/or recalibration of programmes;
  • Identify opportunities for innovations and scaling up investments in the areas of inclusive growth, the reduction of poverty and inequality, and a just transition to sustainability, and position UNDP strategically.
  • Develop cutting-edge policy analysis on development challenges relevant to governments and other development actors.
  • Scan the horizon for new areas of engagement where UNDP could position as a relevant actor according to emerging country demands and develop capacities around those areas.

3. Support and leadership in the implementation of the Regional Programme for Europe and Central Asia in conformity with UNDP’s regional priorities

  • Provides support and leadership in the implementation of the Regional Programme for Europe and Central Asia in all areas relevant to the inclusive growth team and UNDP’s regional priorities
  • Supports regional and sub-regional processes, strategies and action plans relevant to UNDP’s work in the areas of inclusive growth, inequality reduction and poverty eradication and to UNDP’s SDG integrator role at the regional level.
  • Oversees the effective design, management, and delivery of regional and sub-regional initiatives/programmes under the Inclusive Growth team.

4. Knowledge management, innovation, and community of practice networking

  • Position UNDP as a knowledge and programmatic leader in the areas of inclusive growth, poverty eradication and the reduction of inequalities.
  • Actively contribute to UNDP’s poverty and inequality Community of Practice including by curating data, evidence, and applied research to distill innovative lessons and knowledge for UNDP in the region and globally.
  • Enable and advocate for South-South facilitation of exchanges and experiences sharing where relevant.
  • Model substantive innovation, build capacities of and empower colleagues at regional and CO-level to create new approaches that build their individual capacities and enhances the reputation of UNDP in the region.
  • Build a network of partners with and among academic and research institutions, bilateral donor agencies, UN Agencies, and IFIs to enrich UNDP policies and programmes in the areas of poverty, inequality, and inclusive growth.
  • Provide oversight of capacity development of UNDP staff in the application of tools and practices and capacity building initiatives for national stakeholders.

5. Representation, advocacy, and partner engagement for effective policy positioning in the region

  • Lead dialogues on poverty reduction, inclusive sustainable growth and socio-economic development with governments, donors, civil society, and private sector in the region.
  • Collaborate closely with the Human Development Report Office, think tanks, universities, and financial institutions, to inform the strategic direction of UNDP’s policy advisory support in poverty, inequality, and inclusive growth.
  • Represent UNDP in relevant high-profile arenas to influence the development policy direction at country- and regional levels.
  • Represent UNDP as required in UNDS interagency engagements and coordination of policy areas related to development economics.
  • Nurture strategic partnerships and engage with regional partners around resource mobilization; and
  • Build strategic alliances and partnerships with key think tanks and non-governmental organizations.

  • Provides strategic guidance and oversight of the Inclusive Growth team in the Istanbul Regional Hub.

  • Manages programme budgets allocated to the Inclusive Growth team.
  • Determines the strategic focus and allocation of regional programme resources in consultation with the Regional Hub Manager and RBEC management, in line with the regional priorities.

Required Skills and Experience

Education:

  • A Master's degree in economics.

Experience:

  • A minimum of 10 years of professional work experience in leading teams, providing policy advice and advancing the development and implementation of inclusive growth/poverty alleviation approaches in different development contexts.
  • Proven track record in the multilateral system (UN, World Bank) related to inclusive growth, poverty and inequality.
  • Strong analytical skills in economic and social dimensions of sustainable development with excellent writing skills to produce studies and publications.
  • Experience of working in the Europe/Central Asia highly desirable.

Language Requirements:

  • Fluency in English (both written and spoken);
  • Working knowledge in Russian language is an asset.
