OBJECTIVES OF THE PROGRAMME

The objective of the WHO Bangladesh Country Office is to implement the Country Cooperation Strategy by supporting the Bangladesh Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO's technical cooperation programmes. WHO provides guidance and technical support in organizing the humanitarian health response and in revitalizing the capacity of the health sector to rebuild and recover from emergencies in appropriate and sustainable ways. The Country Office develops a two-way collaboration with the Government of Bangladesh in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing need-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums. The position is based in Category 5: Reduce mortality, morbidity and societal disruption resulting from epidemics, natural disasters, conflicts, environmental, and food-related emergencies, through prevention, preparedness, response and recovery activities that build resilience and use a multisectoral approach. Main focus areas for this position are a) Support the control of epidemic and pandemic diseases and b) Strengthen IHR core capacities.

DESCRIPTION OF DUTIES

Under the supervision of WHO Representative to Bangladesh and in collaboration with the respective departments in SEARO and HQ, the incumbent will perform the following duties:

1.Technical guidance and provide expert advice to national authorities in augmenting preparedness and response to emerging infectious diseases;

2.Review to recommend, plan and implement appropriate measures for strengthening International Health Regulations (2005) core capacities;

3.Assess, determine gaps and provide guidance for enhancing response and preparedness to emergencies; support capacity building efforts in these deficient areas to ensure that priorities are fulfilled;

4.Lead WHO's work in outbreak and health emergencies in collaboration with UN agencies;

5.To provide leadership, guidance and support to prevention of the spread of severe emerging infectious diseases through development, dissemination and evaluation of guidelines;

6.Ensure technical quality and relevance of contractual engagements with partners and institutions, as well as make recommendations to the supervisors regarding WHO's support;

7.Contribute to evaluating the impact of WHO's collaboration with Bangladesh (aggregated and area specific) and to developing evaluation tools;

8.Collaborate with relevant ministries and other stakeholders in undertake gap analyses in relevant areas of work and support capacity building efforts in these deficient areas to ensure that priorities are fulfilled;

9.Contribute to the external relationships, representation, communication and advocacy work of the WCO aimed at improving national preparedness and emergency response programmes' transparency and accountability;

10.Represent WHO in inter-agency meetings related to epidemic and emergency preparedness and response;

11.Any other related activities, assigned by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential: Degree in Medicine with post graduate degree in epidemiology from a recognized university. Desirable: Training in applied epidemiology.

Experience

Essential: At least 10 years professional experience in public health with planning, implementation, monitoring and evaluation of epidemic and emergency preparedness and response activities in developing countries with considerable experience in an international context. Previous experience in responding to epidemics and emergencies is a must. Desirable: Experience in or knowledge of WHO mandate and goals and/or experience with UN.

Skills

Other Skills (e.g. IT): Excellent skills in IT with a special emphasis on handling epidemiological data analysis using EPI Info/SPSS/STAT Excellent knowledge of MS Office applications, especially Excel for making high quality data analysis and power point for technical presentation and working experience in ERP systems.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 88,162 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2931 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
