We are currently seeking a qualified candidate for the Team Leader / Coordinator position for an upcoming FCDO-funded Public Financial Management (PFM) and service delivery programme in Kinshasa, South Kivu and Kasai, DRC. This position is contingent upon award of this project to FHI 360.

Project Description

PARI-TACS aims to improve public financial management (PFM) and the governance of service delivery at a provincial level, by improving provincial and local government capacity to deliver services and improving the ability of civil society to hold provincial and local government accountable to deliver these services. Evidence shows that to support improvements in service delivery and PFM, it is necessary to support both supply (Government) and demand (Civil Society) side interventions. PARI-TACS will focus proactively on improving the inclusion of women and other marginalised groups in PFM and the governance of service delivery. The overarching outcome for the PARI TACS project is to improved capacity of sub-national and national institutions to be more accountable and effective in the management and delivery of public services.

Job Description

Lead and direct the development and implementation of PARI-TACS involving departmental or cross -functional teams. Plan and direct project schedules and monitor budget and spending. Monitor the project from initiation through delivery. Organize the project activities ensuring completion of the project on schedule and within budget constraints. Select, develop, and evaluate personnel to ensure the efficient operation of the function.

Key Responsibilities

  • Providing strategic direction and overall management of the programme, ensuring high-quality delivery of outputs and outcomes.
  • Leading and coordinating a team of technical experts, consortium partners and local stakeholders, fostering a collaborative and inclusive working environment.
  • Developing and maintaining strong relationships with FCDO, the government of DRC, civil society organisations, media outlets and other relevant actors.
  • Overseeing the programme's monitoring, evaluation and learning (MEL) system, ensuring that evidence and learning are used to inform adaptive management and reporting.
  • Ensuring compliance with FCDO's policies, procedures and standards, as well as the programme's contractual obligations and risk management plan.

Qualifications:

  • A Bachelor's degree or equivalent in political science, development studies, public finance, public administration, international relations or other relevant field – Master’s degree strongly preferred.
  • At least 12 years of experience in complex governance, public finance or service delivery programmes in Sub-Saharan Africa including at least 8 years of experience managing these programmes.
  • Experience in fragile and conflict-affected contexts – experience in the DRC highly preferred.
  • Prior experience of working on or leading an FCDO funded programmes in Africa (ideally Francophone Africa) highly preferred.
  • Demonstrated expertise in one or more of the programme's thematic areas: elections, democratic participation, civil society, public finance management, research and/or innovation.
  • Demonstrated experience in multi-sector project management and implementation.
  • Demonstrated strategic planning, staff development and capacity building experience.
  • Demonstrated experience in leading and managing complex projects that are strategic in nature and national/international in scope.
  • Experience operating in insecure environments.
  • Excellent communication, negotiation and influencing skills, with the ability to work effectively with diverse stakeholders and audiences.
  • Fluency in French and business-level proficiency in English, both written and spoken.
  • Previous programme leadership experience in the DRC will be advantageous. Similar experience in further Francophone countries will also be beneficial.
