ORGANIZATIONAL CONTEXT

WFP has worked in Cambodia since 1979. WFP Cambodia’s current Country Strategic Plan (CSP, 2019-2023) aims to complement and contribute to the Royal Government of Cambodia’s (RGC) efforts to achieve zero hunger through supporting social protection, climate and disaster risk management and food security and nutrition.

Cambodia is ranked as the eighth most vulnerable country to disasters. Floods and droughts frequently threaten the food system and will increase in frequency and intensity in the future. A large proportion of the population is exposed to floods; changes in climate will expand the floodplains. The degradation of natural resources exacerbates the increased risk posed by climate change. It is estimated that climate change could cause Cambodia’s GDP to be 2.5 percent lower in 2030 than forecast. Climate change has been highlighted as a key factor in changing vulnerability dynamics in Cambodia.

In the current CSP and upcoming CSP (2024 – 2028), climate and disaster risk management will continue to be a key pillar for WFP’s engagement in Cambodia to strengthen the resilience of communities to shocks and stresses and to ensure food and nutrition security. WFP’s Cambodia Country Office already engages in a number of activities linked to disaster risk management and emergency preparedness, supporting both the RGC at the institutional and community levels.

The Country Office seeks a Team Leader for climate and disaster risk management to lead the strategic direction of this portfolio of work, design approaches for emerging areas of work including anticipatory action and impact-based forecasting, manage a team of staff and projects, engage with external stakeholders and provide capacity strengthening both within WFP and externally.

Duration: 11 Months, renewable

KEY ACCOUNTABILITIES (not all-inclusive)

Under the direct supervision of the Head of Programme, the team leader for climate and disaster risk management will undertake the following tasks:

• Lead a team of staff to design, implement and manage activities in WFP’s climate and disaster risk management portfolio in Cambodia, including climate change adaptation and resilience, disaster risk reduction, emergency preparedness/response, and humanitarian coordination;
• Brief country office management team on progress, plans and challenges on a pro-active and regular basis;
• Lead the formulation of WFP’s portfolio of work in climate and disaster risk management, clearly demonstrating a coherent value proposition linked to its food and nutrition security mandate;
• Ensure cross-functional collaboration with other country office teams, including cash-based transfers, social protection and research, monitoring and assessments (RAM);
• Manage capacity strengthening efforts with government partners and other cooperating partners in accordance with the CSP Strategic Outcomes;
• Support the design and roll-out of innovative approaches in climate and disaster risk management, including anticipatory action/forecast-based finance, shock-responsive social protection, impact-based forecasting and warning, and others, as required;
• Ensure integration of data analytics and forecasting, early warning and monitoring systems and products in the climate and disaster risk management portfolio;

• Raise awareness and facilitate policy advocacy to advance the Anticipatory Action and impact-based forecasting agenda in Cambodia.

• Support the coordination of the Humanitarian Response Forum (HRF), an inter-agency and multi-sectoral platform, given WFP co-chair and secretariat roles;

• Develop strategic partnerships and ensure collaboration with key stakeholders across Government institutions, UN agencies, civil society/NGOs and private sector;
• Supervise, guide and coach staff including providing training to transfer knowledge about climate and disaster risk management with WFP country office and field staff;
• In coordination with relevant units, support the identification and creation of resource mobilization opportunities including the development of concept notes and funding proposals;
• Provide policy briefs, talking points, best practices, and other relevant documentation;
• Take part in other types of programme work as required.
• Work with Climate Change and Disaster Risk Reduction team at Regional Bureau Bangkok, for knowledge exchange, resource mobilization, and program alignment with WFP’s broader portfolio.

DELIVERABLES AT THE END OF THE CONTRACT:

• Enhanced staff capacity in understanding and integrating climate and disaster risk management into WFP’s programming;
• Concept notes and funding proposals developed and submitted;
• Coordination of the Humanitarian Response Forum (HRF);
• Establishment and/or continuance of strategic and operational partnerships;
• Briefs, reports, presentations, assessments, and other documents, as required, produced;
• Efforts to include innovative approaches to deliver better to vulnerable populations;
• Documented efforts to integrate climate and disaster risk management in WFP’s broader portfolio (i.e., other Strategic Outcomes).

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: Advanced university degree with experience in one or more of the following disciplines: economics, social sciences, agriculture, environmental sciences, rural development, disaster risk management.

Experience:

• At least six years of professional experience in climate and disaster risk management in a development and humanitarian context;
• Understanding of food security and vulnerability and ability to link analysis to the design of programmes;
• Ability to coordinate among many stakeholders, including Government counterparts and international and national organizations;
• Excellent written and spoken English.

Knowledge & Skills: Working in international environment and with various cultures, teamwork skills, climate and disaster risk management skills, fund raising skills, coordination and networking skills.

Languages: Fluent in English, knowledge of Khmer language is an asset.
