Background Information - Job-specific

The United Nations has been assisting Iraq with the establishment of the Electoral Management Body (initially Independent Electoral Commission of Iraq, 2003, currently Independent High Electoral Commission), and the development of the institution’s capacities to administer electoral processes. Despite major military operations against the Islamic State in Iraq and the Levant (ISIL), in November 2017, the political and security environment in the country remains complex and unpredictable.

Regardless of the efforts on the development of technical capacities within IHEC over the years, the credibility of the institution has been decreasing, particularly after the 2018 legislative elections.

Since October 2019 the country has experienced major public unrest through continuous demonstrations and sit-ins in Baghdad and all over the country. Amongst demands for better delivery of public services, the protesters also claimed for change of government, and organization of early elections – elections to be held before the normally expected date, which would be the end of the current legislature, in May 2022.

On 5 December the Council of Representatives voted on a new Independent High Electoral Commission (IHEC) that provides for nine commissioners from the judiciary, who took office on 13 January 202. The United Nations Assistance Mission of Iraq (UNAMI), through its Office of Electoral Assistance (OEA) has since then, been working closely with the nine commissioners to enhance their understanding of the different electoral aspects.

The new law also provides for changes to the positions of Director – General, both in headquarters and governorates offices, which has a strong impact on the existing technical capacity of the institution. The upcoming elections in Iraq will be an important milestone for Iraq’s future progress, with the implementation of a credible and legitimate electoral process and outcome.

On 27 May 2021, upon the request by the Government of Iraq on 11 February 2021 for additional support, the UN Security Council unanimously adopted the resolution SCR 2576 (2021) extending the UNAMI mandate until 27 May 2022, calling UNAMI to:

  • Provide a strengthened, robust and visible UN team to monitor Iraq’s election day;
  • Launch a UN strategic messaging campaign to educate, inform and update Iraqi voters on election
  • preparations.

The Team Leader will work under the supervision of the OEA Director.

The position is located in the Office of Electoral Assistance in the United Nations Assistance Mission for Iraq (UNAMI), with a duty station in Baghdad. The Team Leader works closely with Iraqi counterparts of the IHEC and other Iraqi stakeholders, as well as UNAMI and other electoral advisors.

Functional Responsibilities

The Team Leader will be responsible for the following duties within delegated authority; :

Project Delivery and Performance

  • Deliver the project of CoR 2021 election watch within the given scope and budget.
  • Mobilize goods and services to support project activities, including drafting TORs and works/product requirements and specifications in coordination with UNOPS Project Manager.
  • Manage and monitor project risks initially identified, submitting information on the new risks and possible mitigating measures to the OEA Director for consideration and updating the status of these risks by maintaining a Project Risk Log.
  • Oversee security management of the Project in coordination with Security Expert of the mission team.
  • Manage and coordinate the implementation of the respective activities based on the relevant project documents, including, as needed, supervision and guidance of other project staff, consultants and experts with a view to achieving project results.
  • Develop comprehensive/detailed project work-plans that include all project activities and roles and responsibilities of the stakeholders and setting-out corresponding milestones.
  • Ensure effective project management of the assigned projects by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the project progress through monitoring, evaluation and reporting.
  • Ensure proper procurement of goods and services in line with UN rules and procedures in coordination with UNOPS Project Manager.
  • Align the project with UN values and its priorities.
  • Ensure open and timely accountability for results through the production and submission of accurate high quality quarterly and annual progress reports.
  • Accountable for proper application of UN rules and regulations in the management of the project resources.
  • Ensure day to day management of the project.
  • Ensure the efficient functioning of the project office.

Personnel Management

  • Lead and motivate the mission team members.
  • Ensure that behavioural expectations of team members are established
  • Ensure that performance reviews are conducted fairly, accurately and timely
  • Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of authority, harrasement, sexual harrasement and sexual exploitation and abuse.
  • Coordinate strategic advice and inputs of team members across the preparation team;
  • Oversee and guide the implementation of activities by international and national staff in the preparation team.

Stakeholder Engagement

  • Perform ongoing communication, coordination and consultation with other UN agencies and international organizations providing electoral support.
  • Maintaining collaborative working relationships among key project partners and donors, through effective communication, consultation and reporting.
  • Host quarterly project board, project review and/or evaluation meetings including all stakeholders.
  • Strong contribution towards donor relations and resource mobilization for the project’s activities.

Work implies frequent interaction with the following:

The OEA Director and other members of the UN electoral watch office; senior staff and officers of IHEC and other national institutions involved in the electoral process; other staff and officers working at the UNAMI office in Baghdad.

Monitoring and Progress Controls

Results Expected: - The support of the United Nations in the area of responsibility contributes to credible and inclusive elections, minimizing violence and maximizing the chances of legitimate government, peace and stability; - The United Nations mandated support in the area of responsibility is implemented effectively, using resources efficiently and minimizing risks to the organization; - The supervisor has access to accurate and timely information as well as advice on the electoral process and its implications; - The impact of results of this position is to strengthen the IHEC capabilities to ensure robust engagement with electoral stakeholders and to deliver and manage public information campaigns in support of the elections. - The key results have a direct impact on the overall successful achievement of the Iraq UN Partnership Framework of the project Strengthening Democratic and Electoral Processes in Iraq with specific focus on outputs 1.1, 2.1, 3.1

Education/Experience/Language requirements

Education

Advanced university degree (master’s degree or equivalent) preferably in Economics, International Development, Political or Social Sciences, Humanities, International Relations, or relevant field. A first level university degree in combination with qualifying experience may be accepted in lieu of an advanced university degree.

Fluency in spoken and written English required; knowledge of Arabic language is an advantage.

Experience

A minimum of ten years relevant work experience, at least five of which involve implementation and management at senior level, in electoral assistance activities.

Within these 10 years, at least three years’ experience in sustaining high-level professional relations.

Experience working with UN or other international development organization is desirable;

Experience in working in post-conflict environments or transitional countries is required;

Experience in Iraq is an asset;

Experience working with the UN, a UN agency or an international organization on electoral issues is required;

Demonstrated ability to thrive within a complex multicultural and multinational environment strongly preferred;

Knowledge of UN rules, regulations, policies and procedures is an asset.

Language Fluency in English is required; Knowledge of Arabic language is an advantage.
