OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks, and to provide effective relief and recovery to affected populations. The Department of Epidemic and Pandemic Preparedness and Prevention (EPP) supports countries in prevention and control of high threat diseases of pandemic & epidemic potential through forecasting, characterization of diseases /infectious risks and development of evidence-based strategies to manage infectious hazards. The PIP Framework was adopted by Member States in 2011. The Framework has three main components: virus sharing, benefit sharing and governance. Implementation of its benefit sharing component covers two distinct areas of work: the PIP Partnership Contribution (PC) and Standard Material Transfer Agreements 2 (SMTA2).

DESCRIPTION OF DUTIES

The incumbent oversees the implementation of the PIP PC, in line with the latest high-level implementation plan approved by the Director-General, in consultation with the PIP Advisory Group and other stakeholders. As the Team Leader, the incumbent ensures effective use of resources and provides overall leadership and management of staff working in the team. The incumbent has close work relations with WHO regional and country offices, as well as with HQ relevant departments, and relevant technical partners, notably WHO GISRS Collaborating Centres for influenza. Work is regularly reviewed in discussion with the supervisor, in briefings and debriefings meetings with the supervisor.

Generic duties: - Provides technical leadership and managerial support within the Department/Programme in the area of pandemic influenza preparedness ensuring that activities in this area are carried out efficiently and effectively. - Develops and proposes technical health policies and strategies for implementation through collaboration with Regional and Country Offices and provides advice in further developing pandemic influenza preparedness for strengthening and improving technical capacity of target clienteles. - Manages the programme area in delivering its objectives through efficient management of a small team of technical staff, financial resources and effective work planning to optimize the programme's deliverables in line with the mandate of the Organization. - Leads and conducts research on best practices in implementing programmes and activities and dissemination of information for capacity building in the respective area of work. - Manages the monitoring and evaluation and reporting of the subject area of work of key performance indicators and reporting requirements and mechanisms to optimize performance of Programme deliverables. - Serves as the technical reference among the peer community, UN Agencies and other stakeholders at the technical levels in the respective area of expertise. - Liaises with and utilizes partnerships in other UN Agencies, Donor, or research institutions in the area of pandemic influenza preparedness to position the technical area of work and implementation into Global and/or National policies. - Represents the programme area of work at various meetings to advocate for pandemic influenza preparedness. - Performs all other related duties as assigned.

Specific duties: - Provides overall management and leadership of the PIPPC Implementation team, including regular assessment of the 2024-2030 high-level implementation plan, annual Partnership Contribution fund collection, detailed annual work plan development and approval, financial management, and technical and financial monitoring and reporting. - Provides technical leadership and authoritative expert advice in the development/update and technical reviews/revisions, as necessary, to High Level and annual Work Plans in the PIP PC areas of work, in concert with technical teams, WHO Regional Offices and other relevant PIP Framework stakeholders, including, as appropriate, the PIP Advisory Group, the PC Independent Technical Expert Mechanism, GISRS, industry, and civil society. - Ensures their technical quality and feasibility, as well as their coherence with outcomes, outputs, key deliverables, indicators and targets defined in the high-level implementation plan. - Plans, manages and monitors the activities of the PIP PC Implementation team so that activities reflect the administrative and budgetary standards, guidelines, priorities and directions. - Coordinates the work of the team and its interaction with other teams within WHO as well as relevant external partners, so that the work is technically excellent, effectively and efficiently implemented, and completed to a high standard. - Ensures technical quality and strategic orientation of PC implementation activities.

REQUIRED QUALIFICATIONS

Education

Essential: An advanced level (master's or equivalent) university degree in public health or related to the functions of the position. Desirable: A PhD in public health or related to the functions of the position. Certification in project management.

Experience

Essential: A minimum of 10 years of professional experience in the management of public health projects including experience in the area of health policies and strategies. Demonstrated experience managing human and financial resources. Demonstrated experience at the international level. Desirable: Experience in WHO or the UN System, including at Regional or Country levels. Experience in influenza preparedness and response, or implementation or infectious diseases prevention and control programmes. Experience in implementation of large-scale pandemic response programmes or initiatives.

Skills

- Advanced knowledge of influenza preparedness and response and a sound understanding of the PIP Framework. - Demonstrated effectiveness in building sustained partnerships and working with others in international settings. - Capacity to work on cross-sectoral projects. - Excellent organizational and analytical skills complemented by good interpersonal and presentation skills.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 6352 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
