OBJECTIVES OF THE PROGRAMME

The World Health Organization's Academy (‘The Academy') is a new state-of-the-art learning institution that aims to revolutionize lifelong learning for health impact and reach million learners around the world. Based in Lyon, France, the Academy hub will offer a blend of learning modalities; digital, in-person learning via the hub in Lyon or through the campus network, as well as ‘portable learning labs' designed for contexts where participants cannot travel or access the digital learning platform. The Academy is an integral part of the WHO under the management authority of the Director-General. The overall goal of the Academy is to advance the learning and human development component of WHO's General Programme of Work (GPW) and health sustainable development goals.

More specifically the Academy will:

  • Enhance the competencies of millions of people through cutting-edge digital learning and hybrid learning, including leaders, practitioners, catalysts and lay people.
  • Transition the WHO to a learning organization and strengthen the competencies of over 7,000 staff to advance the WHO priorities and goals.
  • Improve the effectiveness, efficiency and impact of lifelong learning supported by WHO across three-levels of the organization.

The WHO Academy will deliver advanced digital and in-person learning to WHO workforce, policy makers, health workers and other individuals. The Academy will be officially launched in May 2021 as a globally accessible school for the future which combines the latest technologies in digital and in-person learning with advancements in adult learning science to offer quality, innovative, personalised and multilingual learning that meets priority needs to accelerate health gains.

DESCRIPTION OF DUTIES

Coordinate, design, develop and establish the Academy's simulation learning approach and course catalogue: using evidence-based simulation models and best practice in simulation learning, the incumbent will work collaboratively with the Learning Design Team Lead, teams within the Learning, Quality and Innovation Department and subject matter experts to develop, coordinate, implement and evaluate clinical and public health education simulation-based learning, which encompasses essential clinical skills, high fidelity simulation, haptic skills training, human factors, communication skills and other component.

  • Lead the development, planning, and implementation of state-of-the-art simulation-based learning experiences and assessment activities in accordance with best practices in simulation learning, and in alignment with learning outcomes.
  • Ensure the simulation element of courses is compliant with the Academy's standards and quality management framework.
  • Identify opportunities for improvement, innovation and development of initiatives for the integration of simulation in Academy courses.
  • Coordinate the collection of data for ongoing research or grant requirements.
  • Oversee and ensure capacity building: orientate and build the capacity of key internal and external stakeholders on the principles of simulation, simulation learning methodologies, techniques and other activities as appropriate.
  • Develop faculty training programmes to build competencies on simulation learning and assessment methodologies, technologies, tools and equipment.
  • Promote and support the use of simulation to facilitate course delivery; advise on simulation methodology, technology, and best practice.
  • Maintain currency in simulation education through the review of relevant journals, abstracts, and scientific literature in existing and emerging simulation technologies, including underlying educational principles.
  • Ensure appropriate realism of simulation including moulage, equipment, supplies, rooms and furniture to meet simulation-based learning objectives and simulationists' needs.
  • Adjust content and teaching strategies to be appropriate for the learners' needs.
  • Co-ordinate the delivery of simulation training throughout specialty training in Lyon.
  • Manage the simulation centre in Lyon through collaboration with team members to develop and maintain appropriate materials and protocols for scheduling, administration and record keeping of simulation-based education Teaching.
  • Develop training outlines, session plans, learning objectives, competency statements and assessment tools ensuring compliance with guidelines and policies.
  • Plan methodology of training delivery that is appropriate to specific staff groups as well as multi-disciplinary audience, managing all training materials.
  • Coordinate and manage simulation pilots as required providing advice and guidance on pilot results.
  • Conduct routine checks to ensure that simulation standards are consistent and coherent across the teams.
  • Mentor team in the designing and implementation of simulations such that they will be able to run the simulations and debrief independently.
  • Liaise with clinical experts to review the content of training programmes on a regular basis.
  • Develop the use of alternative or enhanced methods of training.
  • Develop and implement innovative approaches to simulation training, interactive clinical sessions and problem-based learning.
  • Ensure appropriate training models and consumables are provided as per training requirement.
  • Ensure the maintenance of specialist equipment within the clinical skills facilities and simulation room to a high standard.

Research and audit:

  • Audit the effectiveness of the training provision by examining the data derived from training and competency reports.
  • Monitor and evaluate the educational experiences of trainers' Communication.
  • Establish strong communication links with key experts, governance and educational leads to recognise and establish an agreed framework of training that is demand led and evidence based.
  • Support capacity building and awareness at the country level by working closely with WCOs and respective external stakeholders.

  • Perform other duties as assigned.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree (Master's degree or above) in a discipline directly relevant to the responsibilities of the position such as computer science, simulation, adult learning.

Experience

Essential: At least 10 years of relevant professional experience, some of which gained in an international context, in healthcare or related field with at least 3 years in simulation-based education and training, including with high-fidelity human patient simulators. Certified Healthcare Simulation Educator (CHSE). Desirable: Experience working within the UN. Experience in Healthcare management or a leadership role.

Skills

Strong skills and knowledge with use of ultrasound/ imaging modalities in patient care. Established record of scholarship with a specific emphasis on educational or behavioral research related to medical and healthcare simulation. Concrete knowledge in the academic field of graduate-level academic institutions. Strong skills in the simulation-based education and training, evaluation of outcomes, patient safety, and implementation of innovative simulation-based education and training programs necessary, or an equivalent combination of training and experience preferred. Knowledge of / familiarity with best practice in simulation-based education and research. Knowledge of / familiarity with various simulation modalities (standardized patient, manikin-based simulation, and virtual/web-based simulation). Ability to work/interact with diverse populations, showing respect and sensitivity for cultural differences and diversity. Good skills in mobilizing resources. Resilience.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3698 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
